Delhi Unveils DERC Net Metering Guidelines 2026 To Fast-Track Rooftop Solar Connections In Delhi

The Delhi Electricity Regulatory Commission (DERC) has introduced significant changes to its net metering guidelines to make rooftop solar adoption faster, simpler, and more consumer-friendly across the national capital. The new provisions, issued through the Delhi Electricity Regulatory Commission (Net Metering for Renewable Energy) (Second Amendment) Guidelines, 2026, came into effect immediately and are expected to reduce delays in connecting rooftop solar systems to the electricity grid.

One of the most important changes is the replacement of the earlier three-step approval process with a simplified two-stage system. Under the previous framework, applicants had to complete separate procedures for technical feasibility, registration, and signing a connection agreement. The revised guidelines merge these requirements into a more efficient process that consists of Stage I, which covers technical feasibility analysis, and Stage II, which combines document verification, system inspection, net meter installation, and connection activation.

The commission has also shifted the entire application process to an online platform. Consumers will no longer need to submit physical documents or visit utility offices for paperwork. Instead, all applications, approvals, and agreements will be completed digitally, making the process more convenient and transparent.

The guidelines provide two different application routes depending on the category of the consumer. Domestic consumers applying under the PM Surya Ghar: Muft Bijli Yojana will continue to use the national portal. Meanwhile, all other applicants, including commercial and industrial consumers as well as domestic users not seeking subsidies, will submit their applications through the respective state or distribution company portals.

To ensure faster approvals, DERC has introduced strict timelines for electricity distribution companies (discoms). For rooftop solar systems requiring technical feasibility assessment, discoms must complete the evaluation within 15 days. If no response is provided within this period, the application will receive automatic or “deemed” approval. This provision is expected to prevent unnecessary delays and improve accountability.

The amendment also offers a major benefit to small residential consumers. Domestic rooftop solar systems with capacities of up to 10 kW will no longer require a separate technical feasibility assessment. Their applications will automatically be considered technically feasible once submitted, allowing them to move directly to the next stage of the connection process.

Stage II has also been streamlined. Discoms are required to complete document verification, inspect the installed solar system, install the net meter, and activate the connection within 10 days. If any deficiencies are found, the utility must issue a single consolidated notice listing all required corrections instead of raising multiple objections at different stages. Consumers will have 15 days to address the issues, after which the discom must complete the remaining formalities within five days. The guidelines also state that minor deviations that do not affect safety or grid compatibility cannot be used as grounds to delay the connection.

As a result of these timelines, the overall process has been significantly shortened. Rooftop solar systems with capacities above 10 kW must be connected within a maximum of 25 days, while systems up to 10 kW should be completed within just 10 days.

The amendment also removes financial barriers for residential consumers. Domestic applicants installing rooftop solar systems of up to 10 kW are exempt from paying application or registration fees, regardless of whether they are participating in the PM Surya Ghar: Muft Bijli Yojana.

Another key reform is the introduction of mandatory digital connection agreements. Consumers installing rooftop solar systems up to 10 kW can complete the agreement through a simple click or tick-box acceptance on the online portal. Larger residential, commercial, and industrial consumers will use electronic or digital signatures. These digital agreements will carry full legal validity, enabling a completely paperless and legally secure onboarding process. Through these measures, DERC aims to accelerate rooftop solar deployment, improve consumer experience, and support Delhi’s transition towards cleaner and more sustainable energy.
