The National Energy Regulator of South Africa (NERSA) has extended the public consultation period for its Draft Market Inquiry Report on fixed charges and generation capacity charges imposed by electricity distributors. The consultation, which was originally scheduled to close on July 27, 2026, will now remain open until September 8, 2026, giving stakeholders additional time to submit their written comments and recommendations.
The Draft Market Inquiry Report was released to allow interested and affected parties to examine the findings of the inquiry and provide feedback before the report is finalized. Through the consultation process, stakeholders are encouraged to review the methodology used during the investigation, assess the supporting evidence and data, evaluate the preliminary findings, and comment on the proposed regulatory recommendations.
According to NERSA, the extension follows a formal request from stakeholders seeking additional time to prepare comprehensive submissions. The regulator approved an extra 30 working days to ensure that participants have sufficient time to carefully analyze the report and provide informed feedback. NERSA also confirmed that the extended deadline applies equally to all interested and affected parties in line with the principles of fairness, transparency, and equal treatment.
NERSA is inviting comments from a broad range of stakeholders, including residential electricity consumers, municipalities, Eskom, industry associations, business organizations, agricultural groups, electricity traders, independent power producers, consumer advocacy bodies, academic institutions, and members of the public.
The regulator has requested stakeholders to provide feedback on the inquiry’s methodology, the accuracy of the data and analysis, the validity of the preliminary findings, and the practicality of the proposed regulatory recommendations. Participants are also encouraged to submit any additional information or evidence that may strengthen the final report.
Written comments and related inquiries must be submitted by email to electricity.marketinquiry@nersa.org.za no later than September 8, 2026. NERSA stated that the Draft Market Inquiry Report, consultation paper, and terms of reference remain available on its official website. The regulator emphasized that broad public participation will help ensure the final report is balanced, objective, credible, and supports transparent electricity tariff regulation in South Africa.
