NLC India Invites Bids To Procure 1,500 Acres In Gujarat For Major Solar Power Projects

NLC India Limited (NLCIL), a Navratna public sector enterprise under the Government of India, has invited competitive bids for the purchase of 1,500 acres of land in Gujarat for the development of large-scale solar power projects. The tender has been issued on behalf of its wholly owned subsidiary, NLC India Renewables Limited (NIRL), and seeks two-part online bids from eligible Class-I local suppliers.

According to the tender document, the selected bidder will be responsible for arranging and facilitating the outright purchase of private land in the name of NIRL. The project is part of the company’s efforts to strengthen its renewable energy portfolio and expand solar power generation in Gujarat.

The tender was issued on July 27, 2026. A pre-bid meeting will be held through video conference on August 11, 2026, at 11:00 AM IST to clarify queries from interested bidders. The last date for submitting online bids and the required physical documents is August 27, 2026, up to 2:30 PM IST. The techno-commercial bids will be opened later the same day at 3:00 PM IST. The opening of the financial bids and the e-reverse auction schedule will be announced separately for bidders who qualify in the technical evaluation.

Interested bidders must purchase the tender document by paying a non-refundable fee of ₹20,000. They are also required to submit an Earnest Money Deposit (EMD) or Bid Guarantee of ₹1,35,40,000. The security amount can be provided through a Bank Guarantee, including an electronic Bank Guarantee via NeSL, Demand Draft, NEFT/RTGS transfer, or an Insurance Surety Bond. Registered Micro and Small Enterprises (MSEs) that meet the applicable government guidelines are eligible for exemption from the EMD requirement.

The tender also outlines performance security conditions. For general bidders, the EMD will either be retained as the Performance Bank Guarantee or converted into a security deposit after the contract is awarded. If a Bank Guarantee was submitted as the EMD, the successful bidder must maintain a fresh Contract Performance Bank Guarantee of the same amount throughout the contract period. MSE bidders exempted from the EMD must submit a Contract Performance Bank Guarantee of ₹1,35,40,000 within 30 days of receiving the Letter of Award.

The project scope includes identifying and procuring suitable private land, conducting topographical surveys, securing all required no-objection certificates and statutory approvals, and completing site-enabling works. Each land parcel should be at least 500 acres in size, located within a 50-kilometre radius of designated GETCO pooling substations, and have a slope of less than 20 percent. NLCIL has fixed the project completion period at nine months from the date of the Letter of Award, highlighting its commitment to timely execution of the proposed solar energy projects in Gujarat.
