The Gujarat Electricity Regulatory Commission (GERC) has invited proposals from experienced consultancy firms to support the finalization of the GERC (Connectivity and General Network Access to the Intra-State Transmission System) Regulations, 2026. The selected consultant will also assist the Commission in preparing the associated Statement of Reasons (SoR).
The initiative is aimed at modernizing Gujarat’s intra-state transmission framework by introducing a unified and flexible General Network Access (GNA) mechanism. Currently, inter-state transmission access is governed by the Central Electricity Regulatory Commission’s (CERC) GNA Regulations, 2022, the Indian Electricity Grid Code (IEGC), 2023, and applicable Deviation Settlement Mechanism provisions.
With Gujarat witnessing rapid growth in renewable energy capacity, the Commission intends to develop an intra-state framework aligned with changing grid requirements. The proposed regulations will seek to replace fragmented access arrangements, including Long-Term Access (LTA), Medium-Term Open Access (MTOA), and Short-Term Open Access (STOA), with a single, fungible and quantum-based access mechanism. Existing access rights are expected to be protected during the transition.
The proposed framework will establish transparent provisions for connectivity, scheduling, billing and settlement while improving transmission network utilization and reducing the risk of stranded capacity. It is also expected to address the requirements of a diverse group of network users, including renewable energy generators, captive power plants, energy storage systems and prosumers.
The consultancy assignment is expected to be completed within approximately three months. The selected firm will prepare an inception report and approach paper, assess existing grid capacity and network constraints, and map the requirements of different categories of transmission users. It will also study the GNA frameworks adopted by CERC and other states before preparing the draft GERC GNA Regulations, 2026.
The consultant will further support stakeholder consultations, examine comments and suggestions received during the consultation process, prepare the Statement of Reasons and recommend amendments to existing state grid codes and related regulations where required.
Eligible firms must be registered companies or LLPs with at least 10 years of operational and power-sector consultancy experience in India. They must have completed assignments for at least four power utilities or regulators, including regulatory drafting, and at least three relevant technical projects involving grid codes, scheduling or transmission planning.
Applicants must have an annual turnover of at least ₹5 crore and a positive net worth during each of FY 2022-23, FY 2023-24 and FY 2024-25. They must also have at least 10 full-time power-sector professionals and deploy a team led by a Project Director with over 20 years of experience and a Project Manager with more than 12 years of experience.
GERC will evaluate bids under the Quality and Cost Based Selection system, with technical proposals carrying 70% weightage and financial proposals 30%. Firms must secure at least 80 marks out of 100 in the technical evaluation to qualify for financial bid opening.
Complete bids must be submitted in sealed technical and financial envelopes to the Office of the Secretary, GERC, Gandhinagar, by September 7, 2026, at 18:00 hours IST.
