Solar Energy Corporation of India Limited (SECI), a Navratna Government of India enterprise under the Ministry of New and Renewable Energy (MNRE), has invited bids for the turnkey development and operation of a 60 MW (AC) ISTS-connected solar photovoltaic power plant in Gaya, Bihar.
The tender, issued under Tender No. SECI/C&P/OP/11/0007/26-27 on September 30, 2026, covers the complete engineering, procurement and construction (EPC) of the project. The selected contractor will be responsible for design, engineering, supply, construction, erection, testing and commissioning of the solar power plant.
The contract will also include five years of comprehensive operation and maintenance (O&M) services after successful commissioning and performance demonstration of the project. The project is intended to support renewable energy generation in Bihar while promoting cost-effective power and greater reliance on domestic manufacturing.
SECI has specified domestic sourcing requirements for the project. Bidders must comply with the Class-I local supplier provisions, while the solar cells and modules used in the project are required to be manufactured in India. The modules must also be included in the Ministry of New and Renewable Energy’s Approved List of Models and Manufacturers (ALMM).
The tender will follow a Domestic Competitive Bidding process under a Single Stage Two Envelope system. The process will include techno-commercial evaluation before the opening of financial bids, followed by an e-Reverse Auction. Procurement restrictions applicable to entities from countries sharing a land border with India will also form part of the bidding requirements.
The bidding documents are available free of cost. However, bidders are required to pay a non-refundable tender processing fee of ₹25,000 plus applicable GST. Registered Micro and Small Enterprises (MSEs) are exempted from this fee. The tender also requires an Earnest Money Deposit (EMD) of ₹6.436 crore.
Bid submissions are to be completed through the ISN-ETS online portal. The deadline for online and offline submission will be as specified in the Notice Inviting Tender. Fundamental documents submitted offline may be provided within up to two working days after the online submission deadline.
The pre-bid meeting and site visit schedule will be announced after the tender document is released, while the financial bid opening date will be communicated after techno-commercial evaluation and shortlisting of qualified bidders.
Following the award, the contract will be divided into two parts. The First Contract will cover equipment supply, civil works and installation services, while the Second Contract will cover five years of O&M.
For evaluation, SECI will consider the overall EPC cost along with the net present value of the five-year O&M cost, calculated using an 8.30% discount rate. SECI has also reserved the right to modify the contract structure or withdraw the invitation for bids as permitted under the tender conditions.
