Numaligarh Refinery Floats Tender For 800 m³hr Cooling Water System For 2.4 KTPA Green Hydrogen Plant In Assam

Numaligarh Refinery Limited (NRL) has invited bids for a major works contract related to its green hydrogen project in Assam. The tender, issued under Reference No. PUR1012723, covers the design, engineering, supply, and supervision of installation and commissioning of an 800 m³/hr portable or modular cooling water system for NRL’s 2.4 KTPA Green Hydrogen Plant (GHGU).

The tender is open to eligible domestic bidders, who are required to submit their offers through a two-part online bidding system. Bids must be submitted through the government e-tender portal. NRL has stated that offers submitted through post, courier, fax, email, or any other offline mode will not be accepted.

Bidders are required to submit an Earnest Money Deposit (EMD) of ₹15.54 lakh. The EMD can be submitted online through the IndusInd Bank payment portal or through a Bank Guarantee (BG) or Insurance Surety Bond (ISB) issued by an eligible scheduled bank or an IRDAI-approved surety insurer.

Micro and Small Enterprises (MSEs) and DPIIT-recognized startups can claim exemption from the EMD requirement, subject to submission of valid registration documents and a Bid Security Declaration. However, the tender does not provide relaxation to MSEs or startups from the requirements related to average annual turnover and past experience.

NRL has also included provisions for Contract Performance Security. The specific monetary amount of the Performance Bank Guarantee is not stated in the available tender summary. Successful bidders will be required to ensure that their EMD BG or ISB remains valid until the required Contract Performance Security is submitted.

The tender was issued on October 1, 2026. Bidders were required to submit queries and requests related to a site visit by October 4, 2026. The deadline for submission of online bids and EMD is before 11:00 AM on October 15, 2026. The bids are scheduled to be opened after 11:00 AM on October 16, 2026.

The execution period for the work is nine months from the date of site handover. The overall validity of the contract will be 18 months from the date of the Purchase Order or Work Order.

For technical and commercial clarifications, bidders can approach NRL’s Commercial Manager Kastury Devi or Assistant Manager Alok Kr Shukla within the specified query period. The tender represents another procurement activity linked to the supporting infrastructure required for NRL’s green hydrogen production facility in Assam.
