PEDA Invites Bids For 50 MW Grid-Connected Rooftop And Ground-Mounted Solar Projects In Punjab

The Punjab Energy Development Agency (PEDA) has invited e-tenders for the supply, installation, and commissioning of grid-connected rooftop and ground-mounted solar photovoltaic (SPV) power plants across Punjab. The tender, issued under notice number PEDA/2026-27/18, aims to develop a cumulative solar capacity of 50 MW under the Renewable Energy Service Company (RESCO) model.

The projects will be implemented with net metering or net billing facilities. Under the RESCO model, the selected developers will be responsible for installing and operating the solar power plants in accordance with PEDA’s specified requirements.

The e-tender documents will be available for download from October 7, 2026. PEDA has scheduled a hybrid pre-bid meeting on October 15, 2026, at 11:30 AM to address queries and provide clarifications to prospective bidders. The meeting will be conducted online through Webex as well as physically at the PEDA Head Office in Chandigarh.

Interested bidders must submit their completed e-bids by October 29, 2026, at 5:00 PM. The techno-commercial bids will be opened on November 3, 2026, at 10:30 AM.

The tender carries financial requirements for participating developers. The tender document fee is Rs. 1,180, including a basic fee of Rs. 1,000 and GST of Rs. 180. An applicable non-refundable e-processing fee will also be payable online. Bidders are required to submit an Earnest Money Deposit (EMD) of Rs. 10 lakh per MW through online payment.

Selected developers will also have to furnish a Performance Bank Guarantee (PBG) of Rs. 10 lakh per MW after award of the work. The guarantee will support the developer’s obligations related to project execution, performance, and operations.

To participate, bidders must register on the Punjab government’s e-procurement portal using a valid Class-2 or Class-3 Digital Signature Certificate. PEDA has stated that any corrigendum or addendum related to the tender will be published through the official e-tendering portal.
