Philippines Leads Southeast Asia With 13 Renewable Energy And Electrification Measures Amid Global Fuel Disruption

The Philippines recorded the highest number of renewable energy and electrification policy measures among six major Southeast Asian economies during the first six months of the Middle East geopolitical conflict, as the country seeks to strengthen energy security and reduce its dependence on volatile international fuel markets.

According to a regional analysis released by Zero Carbon Analytics (ZCA) on September 24, 2026, the Philippines introduced or advanced 13 renewable energy and electrification policy measures between February 28 and August 31, 2026. The country recorded 22 energy policy measures overall, the highest among the six economies studied: the Philippines, Indonesia, Malaysia, Thailand, Singapore, and Vietnam.

Philippine Energy Secretary Sharon S. Garin welcomed the findings, stating that the country must address immediate energy supply and price pressures while accelerating the development of domestic energy resources. She said expanding locally available energy sources would help protect the country against external supply disruptions and fluctuations in global fuel prices.

The analysis also highlighted a broader regional shift towards renewable energy and electrification in long-term energy planning. Across the six countries, 24 policy measures with implementation periods of approximately three years or longer focused on renewable energy and electrification, compared with six measures focused on fossil fuels.

However, governments continued to introduce short-term measures to secure conventional fuel supplies and manage the immediate impact of the global energy disruption. The Philippines is pursuing both approaches to address current supply risks and strengthen the long-term resilience of its energy system.

Key measures highlighted in the country include accelerating solar power development, expanding rooftop solar installations and net metering, integrating battery energy storage systems (BESS), and supporting electric vehicle adoption. These initiatives are intended to diversify the country’s energy mix and increase the contribution of renewable and indigenous energy resources.

The Philippines aims to increase the share of renewable energy in its power generation mix to 35% by 2030 and 50% by 2040. To achieve these targets, the Department of Energy (DOE) is advancing the Green Energy Auction Program, including a 10-year auction schedule covering 2027 to 2035. The programme targets at least 25 GW of additional renewable energy capacity.

Alongside renewable energy auctions, the DOE is pursuing investments in energy storage, transmission networks, grid infrastructure, and energy efficiency. These investments are expected to support the integration of additional renewable capacity while maintaining the reliability of electricity supply.

Secretary Garin said progress would depend on translating policy measures into operational capacity, reliable electricity delivery, and tangible benefits for consumers. The DOE will continue addressing immediate energy requirements while accelerating investments aimed at reducing exposure to international fuel market volatility and strengthening the country’s long-term energy security.
