The Meghalaya State Electricity Regulatory Commission (MSERC) has extended the deadline for stakeholders to submit comments, suggestions, and objections on the draft open-access regulations from October 22 to November 2, 2026. The extension follows requests from various stakeholders seeking additional time to review the proposed regulatory framework and provide their feedback.
The draft regulations, titled the Draft Meghalaya State Electricity Regulatory Commission (Terms and Conditions of Open Access) Regulations, 2026, were initially notified through a public notice issued on October 5, 2026. The Commission has invited stakeholders to examine the proposed provisions and submit their views before the regulations are finalized.
The draft regulations have been prepared under the powers granted to MSERC by the Electricity Act, 2003. The Commission has referred to Section 181(2), along with clauses under Sections 39 and 42, which provide the legal framework for regulating open access and related electricity supply arrangements. The proposed regulations are intended to establish the terms and conditions governing open access within Meghalaya’s electricity sector.
Open access enables eligible electricity consumers and generators to use the transmission and distribution networks to procure or supply electricity, subject to applicable regulatory conditions and charges. The regulatory framework plays an important role in determining how electricity users can access power markets and electricity networks. The proposed regulations are therefore relevant to stakeholders involved in electricity generation, distribution, transmission, and consumption.
According to the latest notice, the Commission received multiple requests from stakeholders seeking an extension of the original consultation period. After considering these requests, MSERC decided to provide additional time for submitting comments and objections. The revised deadline is November 2, 2026, giving stakeholders an extended opportunity to review the draft provisions and communicate their concerns or recommendations.
The Commission has also clarified that submissions received after the revised deadline will not be accepted or considered. Stakeholders have been advised to ensure that their comments, suggestions, and objections reach the Commission’s office within the stipulated period.
Submissions must be sent to the Meghalaya State Electricity Regulatory Commission at the New Administrative Building, Left Wing, First Floor, Lower Lachumiere, Shillong – 793001.
The extension provides stakeholders with additional time to assess the proposed open-access framework and offer inputs before the Commission proceeds with the regulatory process. The notice announcing the revised deadline was issued by E. Slong, Secretary, by order of the Commission.
