The European Commission has launched the T-MED Investment Platform to mobilise large-scale investments in renewable energy and clean technologies across the Mediterranean region, with up to €4.5 billion in guarantee capacity to support eligible projects. The platform is part of the Trans-Mediterranean Renewable Energy and Clean Tech Cooperation Initiative (T-MED), a flagship initiative under the Pact for the Mediterranean.
The platform was presented by Dubravka Šuica, European Commissioner for the Mediterranean, at a stakeholder event in Brussels. The event brought together European and international financial institutions, private investors and project developers to identify investment opportunities and projects that could benefit from European Commission support.
The EU guarantee capacity will be provided through the European Fund for Sustainable Development Plus (EFSD+). The guarantees are intended to reduce investment risks, attract private capital and accelerate the development of commercially viable renewable energy and clean technology projects. The platform will also connect project developers with financial institutions and investors to help convert investment proposals into operational projects.
The Mediterranean region has significant untapped renewable energy potential, particularly in solar and wind power. The platform will support investments in renewable electricity generation, renewable hydrogen, electricity transmission and distribution networks, energy storage, cross-border electricity interconnections and clean technology manufacturing.
In addition to financial assistance, the initiative will address regulatory and infrastructure challenges that can delay clean energy investments. Its activities will include improving permitting procedures, grid access, regulatory frameworks and power purchase agreements. The platform will also promote skills development and strengthen local clean technology supply chains to support long-term regional growth.
Several projects across Egypt and Tunisia illustrate the initiative’s investment priorities. In Egypt, T-MED is supporting the modernisation and expansion of the national electricity grid through a programme valued at €1.6 billion. The programme includes new substations and advanced transmission lines to integrate solar and wind power generated in the Red Sea and Gulf of Suez regions into the national grid. The investments are expected to reduce transmission losses, improve electricity reliability and strengthen energy security.
The initiative has also enabled a green ammonia project in Ain Sokhna, Egypt, valued at €575 million. The project uses European electrolyser technology, and the green ammonia produced is intended for export to the European Union market.
Another project in Egypt involves one of Africa’s largest hybrid solar photovoltaic installations, valued at approximately €430 million and enabled through an EU guarantee. Meanwhile, the Niat and Rasgha wind projects are expected to add 500 MW of onshore wind capacity in the Gulf of Suez. The projects will strengthen Egypt’s renewable energy supply and support its future ambitions for hydrogen production using European wind technology.
In Tunisia, T-MED is supporting the development of two 100 MW solar photovoltaic plants and their associated transmission infrastructure. The projects involve EU support of approximately €92 million and €80 million, respectively. They are intended to encourage private-sector participation in the country’s power sector while improving energy security and resilience.
The platform reflects the European Union’s broader objective of developing a connected, prosperous and resilient Mediterranean region through energy cooperation and sustainable investment.
By 2035, T-MED aims to mobilise up to €25 billion in expected investments across renewable energy generation, electricity grids, cross-border interconnections and clean technologies. The initiative also targets the training and upskilling of up to 10,000 workers, supporting employment opportunities and the development of a skilled workforce for the region’s clean energy transition.
