NTPC Issues Tender for Grid Connected Solar PV Projects Upto 1292 MW Under CPSU-Scheme Phase-II

The tendered capacity for invitation of bids is extended from earlier 923 MW to 1292 MW, and the last date for submission of bids is January 27, 2020. 


National Thermal Power Corporation Limited (NTPC) invites online bids from eligible bidders on Single Stage Two Envelope bid (Techno-commercial bid and price bid) with reverse auction for development of Grid Connected Solar PV projects upto 1292 MW capacity under CPSU Scheme Phase-II (Tranche-II). Only domestically manufactured Solar PV Cells and modules will be used in the solar projects to be set up through this tender.

The maximum capacity that will be allocated to a single bidder is 600 MW. The bidders can block a minimum 50 MW and higher in multiples of 10 MW. The scope of work will include Design, Engineering, Manufacturing, Supply, Packing and Forwarding, Transportation, Unloading, Storage, Installation and Commissioning of grid connected capacity of 50MW to 600 MW Solar PV project on a turnkey basis under DCR category located anywhere in India.

On completion of the project, the ownership will be completely transferred or sub-lease of encumbrance free land in favour of NTPC Ltd. The scope will also include Operation & maintenance (O&M) of complete Solar PV plant including switchyard and power evacuation system till ISTS substation along with electrical equipment, consumables and spare parts for a period of Three (03) years from the date of successful completion of trial run. NTPC intends to finance the project through use of its own resources.

All bids must be accompanied with a bid security – for projects from 50 MW to 90 MW, the amount is Rs 5 crore, from 100 MW to 190 MW  is Rs 10 crore, 200 MW to 490 MW will be Rs 20 crore, and from 500 MW to 600 MW will be Rs 50 crore respectively. Any bid not accompanied along with the bid amount and respective bid documents as required will be rejected by NTPC as non-responsive and returned to the bidder without being opened.

To qualify for the bidding, the bidder should have designed, supplied, erected/ supervised erection and commissioned/ supervised commissioning of Solar PhotoVoltaic (SPV) based grid connected power plant(s) of cumulative installed capacity of 40 MWp or higher, out of which at least one plant should have been of 10 MWp or higher capacity. The reference plant of 10 MWp or higher capacity must have been in successful operation for at least six (6) months prior to the date of techno-commercial bid opening. 

Else if not above, the bidder should have executed in the last 10 years an industrial project either as developer or as EPC Contractor in the area of power/ steel/ oil and gas/ petro-chemical/ fertilizer/cement/coal mining including coal handling plant and/ or any other process industry, of a value of Rs 240 crore.

The bidder should be an Indian company registered in India, or should be a Group company/ Holding Company/Subsidiary company of a firm meeting the techno-commercial bid requirements. The reference SPV based grid-connected power plant of 10MWp or above capacity should be at a single location developed by the bidder for itself or for any other client.

Also SPV-based rooftop/floating solar power projects that are grid-connected shall be considered eligible for bidding for QR purposes. The average annual turnover of the bidder, should not be less than Rs 240 crore during the preceding three (3) financial years as on date of techno-commercial bid opening.
