Government of Karnataka(GOK) has floated an Invitation for Short Term Expression of Interest (EOI) for Empanelment of Agencies/ EPC contractors for Installation of Grid-Interactive Hybrid Solar Rooftop Plant at different offices of RD&PR, ZP, TP and GP s across Karnataka. The Project will be executed on turnkey basis and the bidding process is carried out as per Two-Stage Tender System.
Last Date and time for submission of EOI Tender is 11-05-2020 at 5.00 PM. The date and time for the opening of EOI Tender is 12-05-2020 at 5.00 PM. Bids shall remain valid for 24 months from the date of the signing of the contract.
The scope of work for this project is design, supply, and installation of the rooftop plant along with 5 years of maintenance of the Project.
Along with the bid, bidders should submit Tender Processing Fee of Rs 25,000 plus GST of 18% Bidders are further required to upload the Tender documents of Technical Bid and Financial Bid SEPARATELY. Bids shall remain valid for 24 months from the date of the signing of the contract.
To participate in this bid, Technical Criteria is that the bidder should have undertaken supply and installation of Rooftop solar photovoltaic (SPV) based Grid-connected Hybrid, Off-Grid, On-Grid Power plant of cumulative installed capacity during last Three Financial Years of minimum 2 MW or Rs. 20 Crores in Government departments. The Work done should be measured in terms of work completion certificate duly signed by the end-user.
The Financial Criteria for the Bidder is that the company should be profit-making for the past 3 years and should have an annual turnover of a minimum of 40 crores in any one financial year during the past 3 years and a Copy of audited balance sheet should be submitted for the proof. A summarized sheet of turnover of the last three Financial Years certified by the statutory auditor should be submitted with Technical Bid by the Bidder. Also, the Application must be accompanied by the Audited Annual Reports of the Bidder for the last three (3) Financial years (FY 2016-2017, FY 2017 – 2018, FY 2018 – 2019).
Other requirements to participate are the bidder should meet the criteria related to service facility – Minimum 1 service center in allotted District in Karnataka. Details of available service centers should be enclosed along with the bid. If they don’t have the service center currently undertaking a letter should be provided to open the service center along with the bid. The agency must have a valid grading certificate issued by SEBI registered credit rating agencies (CRISIL Limited, India Ratings, and Research Pvt Ltd, ICRA Limited, CARE, Brickwork Ratings India Pvt Ltd, SMERA Ratings Limited, etc), issued after 1st April 2020. The certificate should be enclosed along with the technical bid
The contractor on the execution of the contract within 7 days shall furnish Performance Bank Guarantee @ 5% of the total allotted capacity work order warranty period (plus 6 months).
The impaneled bidders will be allocated cumulative maximum capacity in kW based on grading allotted by the SEBI registered credit rating agencies mentioned as below :

The document highlighted that dimension Upto 5kW should not exceed (DXWXH) 200X310 x 500 in mm and 10kw should not exceed (DXWXH) 175 X 500 X 650 in mm and IEC Test Certificates from the lab should be enclosed along with bid and details regarding the LOA, Feasibility Report, Work Order, etc. will be provided in the Second Stage tender.
