SECI issues notice for Selection of Consultancy Firm for Owners Engineer (OE) services for 100 MW (AC) Solar PV Project (160MWp DC capacity) along with 40MW/120 MWh Battery Energy Storage System at district Rajnandgaon, Chhattisgarh, India during Design, Construction, Commissioning and Operations of the facility under Innovations in Solar Power & Hybrid Technologies Project in India.
- The Solar Energy Corporation of India Limited has applied for financing from the World Bank toward the cost of the innovations in Solar Power & Hybrid Technologies Project and intends to apply part of the proceeds toward eligible payments under the contract for the consulting services detailed below.
- The consulting services (“the Services”) includes the Selection of Consultancy Firm for Owners Engineer (OE) services for 100 MW (AC) Solar PV Project (160MWp DC capacity) along with 40MW/120 MWh Battery Energy Storage System at district Rajnandgaon, Chhattisgarh, India during Design, Construction, Commissioning and Operations of the facility under Innovations in Solar Power & Hybrid Technologies Project in India to be hired for a total period of 30 Months.
- The Solar Energy Corporation of India Limited now invites eligible consulting firms (“Consultants”) to submit their proposals for providing the Services. Interested Consultants may download the RFP document free of cost from https://www.bharat-electronictender.com. The Consultants would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated prior to the submission of proposals.
- The attention of interested Consultants is drawn to the paragraphs 3.14, 3.16 and 3.17 of World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing, July 2016 revised August 2018”(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
- A Consultant will be selected in accordance with the Quality & Cost based selection (QCBS) method set out in the Procurement Regulations.
