SECI Issues Tender for 44 MW Solar Projects in Telangana

Solar Energy Corporation of India Limited (SECI) has issued notice inviting tender for Design, Engineering, Supply, Construction, Erection, Testing & Commissioning of Cumulative 44 MW (AC) ground based Solar PV Power Plant along with 10 years O&M at different sites at Singareni Collieries Company Limited (SCCL), Telangana.

The bidder selected shall be responsible for the performance of the following scope of work (i) Design, Engineering, Supply, Construction, Erection, Testing & Commissioning of 44 MW (AC) ground based Solar PV Power Plant under different packages at Singareni Collieries Company Limited, Telangana, India”.

(ii) Comprehensive operation & maintenance of the Solar PV Power Plants for 10 (Ten) years as mentioned in detailed scope of work, after successful commissioning and performance demonstration, as detailed in technical specification, including supply and storage of all mandatory spare parts, consumables, repairs/ replacement of any
defective equipment, etc.

The last date to submit the bid is 17-05-2022 and the bid will be open on the same day. The project completion period is 12 months.

The Tender Processing Fee and EMD, if applicable is exempted for MSME Vendors registered under NSIC/ Udyog Aadhaar/DIC Category only. In order to avail the exemption in Tender Processing Fee in case of consortium/ JV, all the members should be registered as MSME Vendors under NSIC/ Udyog Aadhaar Category/DIC.

The RFS mandates use of both solar photovoltaic (SPV) cells and modules manufactured domestically as per specifications and testing requirements fixed by MNRE for the projects to be implemented under this tender, both the solar cells and modules used in the solar power projects must be made in India, preferably from the manufacturers listed in ALMM list.

In the case of crystalline silicon technology, all process steps and quality control measures involved in the manufacture of the solar cells and modules starting from wafers until final assembly of the solar cells into modules shall be performed at the works of PV manufacturers in India. Eligibility conditions set forth in the tender document are as per 44 MW (AC) cumulative capacity basis only.

Bidders are required to quote accordingly for the complete cumulative capacity of 44 MW (AC). The total capacity of 44 MW will be awarded to a single successful bidder only selected after e-RA.

The Minimum Average Annual Turnover (MAAT) of the bidder in the last three financial years (i.e. FY 2018-19, 2019-20 and 2020-21) should be INR 102,40,00,000/- (Indian rupees One hundred and two crores & forty lakhs only). The net worth for the last financial year should be positive.

The bidder should have a minimum Working Capital of INR 64,00,00,000/ as per the last audited financial statement. If the bidder’s working capital is inadequate, the bidder should supplement this with a letter from the bidder’s bank, having net worth not less than INR 500 Crores, confirming availability of the line of credit for more than or equal to INR 64,00,00,000/ to meet the working Capital requirement of this particular Project.
