Power Ministry Issues Green Energy Open Access Rules, 2022

The Electricity (Promoting Renewable Energy through Green Energy Open Access Rules) Rules 2022 were issued by the ministry of power. These rules will apply to the generation, purchase, and consumption of green electricity including energy from the Waste-to-Energy facility. The new regulations will allow consumers to be eligible for open access to green energy if they have a contract demand or a sanctioned load of at least 100 kW. Captive consumers will not be subject to any load limitations. The nodal agency will accept all applications for open access to green energy within fifteen days. Any entity can choose to purchase green energy up to a specific percentage or all of its consumption. They may request this from their distributor licensee. This will procure the required amount of green energy and supply it to the consumer. The consumer shall be able to provide separate requisitions for solar and not-solar. The obligated entity can also meet its RPO by purchasing green hydrogen or green ammonia.

NTPC Invites Bids for BoS Package for 1255 MW of Solar Projects in Gujarat

NTPC Renewable Energy Ltd (A wholly owned subsidiary of NTPC Ltd) has invited for bids for balance of system (BoS) package for 1255 MW solar power projects (consist of 2 projects of 315 MW each and 1 project of 310 MW) at Khavda Re Power Park, Rann of Kutch, Gujarat. The scope of work includes Design, engineering, manufacturing, supply, packing and forwarding, transportation, unloading storage, installation, testing and commissioning of Solar Photovoltaic plant excluding Supply of Solar PV modules. It also includes receipt, unloading at site, storage, installation, testing and commissioning of Solar PV Modules. Design and Construction of foundation & erection of Module Mounting Structure (MMS) with Tracker based Technology for SPV panels, including fixing of PV Modules on Tracker and PV Modules interconnection is also part of the project. All associated electrical and civil works required for interfacing with grid (i.e. transformers, panels, protection system, cables, metering at 33kV level, grid compliance study as per regulation etc.), evacuation of power to 33kV Switchgear of 33/400kV GIS Substation provided by Owner through 33kV cable and placement of SCADA, PPC panel and associated equipment are part of the contract.

BMC Floats Tender To Install 1 MW Grid-Connected Rooftop Solar Systems

The Bhopal Municipal Corporation (BMC) has issued a request for proposals to build 1 MW of grid-connected rooftop solar systems at various sites, which will be installed in accordance with the state regulator’s net metering standards. The proposals must be submitted by June 24, 2022, and on June 27, bids will be unfurled. Bidders must provide a Rs 1 million earnest money deposit. The successful bidder has to submit performance security in the amount of Rs 2.5 million within 15 days after obtaining the notification of award, with a duration of 12 months plus 3 months claim period. The scope of the work includes the responsibility of procuring net installation, metering-based connections, and meter testing. BMC will work with the developer to secure the connectivity.

REC Invites Bids From Consultants For Renewable Energy Projects Across India

Rural Electrification Corporation Limited (REC) is seeking proposals to appoint project management firms for renewable energy projects across India, for the next two years. Bids must be submitted by June 13, 2022, which will be opened on the same day. Bidders must provide a Rs 500,000 earnest money deposit. Winning bidders will have to provide performance security equal to 3% of the entire contract value. The job is broken down into four stages: pre-disbursement, implementation, after commissioning, and post-commissioning. The compliance chart of conditions, due diligence report, and disbursement certificate shall be drafted by bidders. They will also be in charge of creating progress and utilization reports, as well as conducting project engineering reviews along with project completion reports.

NTPC Renewable Floats EPC Tender For 200 MW Grid-Connected Solar Project In MP

NTPC’s wholly-owned subsidy, NTPC Renewable Energy (NTPC Renewables) has requested bids for an engineering, procurement, and construction (EPC) package including land for 200 MW of solar power plants in Madhya Pradesh, which will be integrated into the state transmission utility (STU). The last date for proposal submission is July 8, 2022, which is also the bid opening date. Bidders must give a bid security deposit of Rs 20 million for 50 MW capacity, Rs 50 million for 60 MW to 100 MW capacity, and Rs 100 million for 110 MW to 200 MW capacity. The scope of work includes grid-connected solar project design, production, engineering, installation, storage, supply, packing, shipping, and commissioning. The winning bidder will also be liable for the project’s operation and maintenance for 3 years after it is completed.

Ministry Issues Notification on Late Payment Surcharge and Related Matters Rules, 2022

The Ministry of Power (MoP) has notified the ‘Late Payment Surcharge and Related Matters Rules, 2022. These rules shall be applicable to outstanding dues of generating companies inter-state transmission licensees and electricity trading licensees. Late Payment Surcharge shall be payable on the payment outstanding after the due date at the base rate of Late Payment Surcharge applicable for the period for the first month of default. The rate of Late Payment Surcharge for the successive months of default shall increase by 0.5 percent for every month of delay provided that the Late Payment Surcharge shall not be more than 3 percent higher than the base rate at anytime. Provided that the rate, at which Late Payment Surcharge shall be payable, shall not be higher than the rate of Late Payment Surcharge specified in the agreement, if any. Late payment surcharge refers to the charges payable by a distribution company (DISCOM) to a generating company or electricity trader for power procured or by a user of a transmission system to a transmission licensee on account of a delay in payment of monthly charges beyond the due date.
