REIL Floats Tender To Install 100 MW Solar Module Production Line

Requests for proposals have been issued by Rajasthan Electronics and Instruments Limited (REIL) for the complete construction of a 100 MW automated solar module production line on a turnkey basis. 

The proposals must be submitted by September 26, 2022. On September 27, bids will be opened.

Bidders are required to make an earnest money deposit of Rs 3.63 million in accordance with the tender’s rules. Additionally, within 15 days of the purchase order’s issuance, the winning bidder must deliver performance security equal to 3% of the basic value of the purchase order.

Installation of the automated 100 MW solar module production line is part of the scope of work, which also covers installation, layout design, integration, supply, testing, commissioning, equipment warranty, certification by the Bureau of Indian Standards (BIS), and training for line maintenance and operation. 

Within seven months of the date of the purchase order, the installation and commissioning of the line must be finished.

Liquidated damages will be assessed in the event that the delivery is delayed and will be levied at a rate of 0.50% of the total purchase order value every week or portion thereof, up to a maximum of 5% of the whole purchase order value.

Additionally, the line must generate cells with a 5.67W output and dimensions of 156.75 mm x 156.75 mm or 158.75 mm x 158.75 mm. It must produce 270,000 modules a year, therefore 900 modules every day.  Modules must operate for 22.5 hours per day, 300 days a year, with a 91% uptime and a 99.7% yield.

After installation and commissioning, the selected bidder must run the line for at least one month as a test run to produce at least 5 MW of modules. A batch of the created modules will be delivered to Indian labs approved by the Ministry of New and Renewable Energy (MNRE) in order to get a BIS certificate.

In the last five years, bidders must have supplied, installed, and commissioned at least one automatic line with a minimum capacity of 80 MW, 2 automated lines with a minimum capacity of 50 MW, or 3 automatic lines with a minimum capacity of 40 MW, to participate in bidding.

Further, the past 3 fiscal years ending March 31, 2022, must have resulted in a minimum average annual turnover of Rs 60 million for bidders. Also, the most recent audited annual report must show that the bidders have a positive net worth.
