In order to create 1,200 MW (4 X 300 MW) of solar power projects at the Khavda renewable park in the Kutch area of Gujarat, NTPC Renewable Energy, a wholly-owned subsidiary of NTPC, has requested bids for the balance of system (BoS) package.

The proposals must be submitted by January 9, 2023, and the day of the opening of bids is also the same.

Bidders must deposit Rs. 50 million as bid security for a single block with a 300 MW capacity, Rs. 100 million for two blocks totaling 600 MW, and Rs. 200 million for three or more blocks comprising 900 MW or 1,200 MW, respectively.

Solar power project design, installation, manufacture, engineering, and commissioning are all included in the scope of work of this project.

If bidders are requesting 300 MW of capacity, they must have completed Rs. 750 million projects. For 600 MW of capacity, the project’s cost is set at Rs. 2.25 billion, for 900 MW, it is set at Rs. 5.2 billion, and the bidder must have carried out a project with a quoted cost of Rs. 7.65 billion for 1,200 MW capacity.

Before the deadline for bid openings, the project must have been in operation for a full year.

These projects might be in a variety of industries, such as coal mining, electricity, steel, oil and gas, fertilizer, petrochemical, and cement.

Further, for grid-connected solar power projects with cumulative installed capacities of 40 MW or more, bidders must have developed, constructed, supplied, and commissioned the BoS, in order to be eligible for bidding. 

At least one of the projects should have a capacity of 10 MW or more. Prior to the bid opening date, the reference facility shall have been in operation for at least six months.

Bidders’ net worth should not be less than 100% of their paid-up share capital as of the final day of the prior fiscal year.

For quoted capacities of 300 MW, 600 MW, 900 MW, and 1,200 MW, the bidders’ net worth must have been at least Rs. 750 million, Rs. 2.25 billion, Rs. 5.2 billion, and Rs. 9.65 billion, respectively, during the course of the previous 3 fiscal years.

A minimum of one electrical substation with a voltage level of 33 kV or higher, including circuit breakers and power transformers, shall have been completed by bidders, and the project must have been in operation for at least a year, prior to the bid opening date.
