MSEDCL Issues RfS for Procurement of 350 MW of Solar Power from Projects to be Developed in Maharashtra

Maharashtra State Electricity Distribution Co. Ltd. issues request for selection (RfS) document for procurement of 350 MW (AC) solar power from projects to be developed in Maharashtra through competitive bidding process (Followed By e – Reverse Auction).

Last date for submission of bids is 27.02.2023 till 4 pm and bids will be opened on the same day at 6 pm.

Ceiling Tariff is set at Rs. 3.20 per unit. Cost of RfS Document which is (non-refundable) is Rs. 15000 + 18% GST to be paid through online payment. Tender processing Fee (non-refundable) is Rs. 10,000 per MW + 18% GST to be paid through online payment.

EMD Rs. 1 Lakh / MW is to be submitted in the form of Bank Guarantee or paid through online payment along with response to RfS.

The Solar Power Generator shall be responsible for design, finance, engineering, procurement, construction, operation and maintenance of the Project(s) under and in accordance with the provisions of the PPA to be entered into between the Solar Power Generator and MSEDCL.

MSEDCL shall enter into Power Purchase Agreement (PPA) with the Bidders selected based on this RfS for purchase of solar power for a period of 25 years from the Commercial Operation Date of the solar power projects. The tariff payable to Selected Bidder shall be fixed for 25 years.

A Bidder may submit Bids for developing the Project(s) under solar PV technology (Solar PV ground mount Project) as per the criteria below:
i. Minimum individual project capacity to be developed shall be 1 MW;
ii. Maximum individual project capacity to be developed shall be 10 MW (2X5 MW);
iii. The Cumulative capacity to be installed is 350 MW

Bidders are allowed to Bid for one or more Project(s) based on the Eligibility Criteria.
