The West Bengal Power Development Corporation Limited (WBPDCL) has issued an Expression of Interest (EOI) for the selection of consultants for Environmental Impact Assessment (EIA) and Social Safeguard Assessment (SSA) for the installation of a 500 MW floating Solar PV Project at Bakreswar Dam. The project will be financed by the Asian Development Bank (ADB) and is intended to increase the penetration of clean and affordable energy in West Bengal. The project aims to promote new renewable energy technologies and enable sustainable development in rural areas.
The WBPDCL will recruit the first consultants for conducting technical and feasibility studies to prepare the Detailed Project Report (DPR). The ADB will then recruit the second set of consultants to prepare the project for environmental impact assessment, social safeguard assessment, and other due diligence activities necessary to make it eligible for ADB financing and project management services. Both consultants will cooperate with each other, and collected raw data will be shared between them.
The objective of the Project Readiness Financing (PRF) is to assist the West Bengal Power Development Corporation Limited in preparing the Floating Solar Project at Bakreswar Reservoir to avail financial assistance from the ADB. The PRF will design, conduct feasibility studies, and perform all required due diligence to assist in the preparation of the project. The project will include Environmental Assessments and Due Diligence, Social Safeguards, Poverty, Social and Gender Due Diligence, Climate Risk and Disaster Assessment, Financial Due Diligence, and Economic Due Diligence.
The deadline for submitting the EOI is 26th April 2023.
