Mr Nguyen Duc Thien, The President and Chief Executive Officer of Northern Power Corporation (EVNNPC) and Mr Pham Le Phu, the President and CEO of National Power Transmission Corporation (EVNNPT) co-chaired a session to review construction investment for transmission and distribution grids under the coordination agreements between the two corporations. In 2022, they will sign a 2023 coordination agreement.
The following are some of the contents of the 2023 coordination agreement: EVNNPT will be responsible for coordinating the implementation of distribution grid projects at 220kV to 500kV substations that it manages in accordance with the documents announced by EVNNPC. It will also direct its units to carry out the projects in this agreement.
Northern Power Corporation has the responsibility of announcing to EVNNPT the load development for the next year in the area it manages; organizing the distribution grid projects that are managed by EVNNPC in order to ensure the progress agreed between the two corporations is in sync with transmission grid project; coordinating support for EVNNPT for compensation, site clearance, and power cutoff for construction of transmission grid within the unit’s management area; etc.
EVNNPC Nguyen Duc Thien, and EVNNPC Pham Le Phu, both stated that the agreement had made their work easier, but it did not meet expectations. The leaders of the two companies agreed that they would build up categories of projects and their progress, synchronized with the grids for transmission and distribution, and agree to report annually on this.
Leaders from both sides pledged to use all resources and materials available to ensure that construction projects are carried out in accordance with transmission and distribution grids. The corporations must clearly define and coordinate their responsibilities for projects that share the same transmission and distribution grid corridor. This includes investment, operations, and relations with other authorities. Depending on the reality of the implementation of synchronous grid projects between distribution and transmission grids, and the regional load development situation, the two corporations may adjust the progress of urgent and important projects or delay the investment progress for projects that aren’t really necessary. They will report this to EVN to get approval.
