The Ministry of Power has issued a notification containing the draft Electricity (Amendment) Rules, 2023, which include provisions for ‘Subsidy accounting & payment’ and ‘Framework for financial sustainability’.
The draft rules have been sent to stakeholders for comments, with a deadline of 21 days from the date of the letter. The draft rules propose changes to Rules 15 and 19 of the Electricity Rules, 2005, with the aim of improving subsidy accounting and payment processes and ensuring financial sustainability.
Rule 15 pertains to subsidy accounting and payment, while Rule 20 outlines a framework for financial sustainability, including loss reduction trajectories, collection and billing efficiency, asset creation, gains/losses sharing, operation and maintenance norms, and reasonable return on equity.
The Ministry has requested stakeholders to provide their comments on the draft rules within the given time frame.
