Punjab Calls for Applications for 4.5 MW Solar PV Power Plants under PMKUSUM Scheme

Punjab Energy Development Agency (PEDA) has opened applications for interested parties, including farmers, farmer groups, Panchayats, Co-operatives, Farmer Producer Organizations, and Water user associations within the state, to establish solar PV power plants of individual capacities of 1, 1.5, or 2 MW under Component-A of PMKUSUM Scheme. The initiative aims to facilitate the sale of power to Punjab State Power Corporation Limited (PSPCL).

The collective target for the aggregate capacity of these solar power plants in Punjab is set at 220 MW. The comprehensive guidelines for the allotment of solar power plants can be found in the Request for Selection (RfS) document. The application, including the necessary fee and documents, must be submitted online via the https://eproc.punjab.gov.in platform.

The RfS document and application form are available for download on the same platform. Applicants are advised to meticulously review the terms and conditions outlined in the scheme document, Implementation Agreement (IA), and Power Purchase Agreement (PPA) before submitting their applications.

PSPCL will procure the solar power generated by the plants at the L-1 tariff, which will be determined through a competitive bidding process. Should the applications for a specific 66Kv sub-station exceed the allocated capacity, an e-reverse competitive bidding will be conducted to select Solar Power Generators (SPGs), with allocation based on the lowest tariff offered.

Upon selection, PEDA will issue Letters of Award (LOA) and sign Implementation Agreements (IA) with successful applicants. Subsequently, these applicants will enter into a Power Purchase Agreement (PPA) with PSPCL for a 25-year period, based on the L-1 tariff determined through the competitive bidding process.

Interested participants are required to register on https://eproc.punjab.gov.in, obtain a user ID and password, and possess a Class-2/3 Digital Signature for participation.

Important dates for the process include: RfS document availability: August 24, 2023, at 4 PM
Pre-bid Meeting: September 1, 2023, from 11 AM to 12:30 PM
Last date for application submission: September 25, 2023, until 4 PM
Application opening: September 28, 2023, at 11 AM

Any amendments or updates will be communicated on the https://eproc.punjab.gov.in platform. PEDA retains the right to accept or reject applications and to annul the selection process at its discretion without incurring any liability or providing reasons.
