Government Of The Gambia Seeks Bids For 1,100 Solar PV Systems

The Sustainable Energy Services Company (SESCO), acting on behalf of the Government of The Gambia, is soliciting sealed bids for various aspects of a solar PV energy project encompassing healthcare facilities and schools in The Gambia. The project includes the design, supply, installation, operation and maintenance of up to 1,100 solar PV energy systems. The bidding deadline is October 31, 2023, at 2 p.m.

The procurement contract is divided into four distinct lots:

  • Lot 1: Solar PV energy systems for 11 major hospitals, each equipped with 240kWh or 100kWp per site.
  • Lot 2: Solar PV energy systems for 88 health facilities, ranging from 10-60kWh or 4-24kWp per site.
  • Lot 3: Solar PV energy systems for 548 schools in the Banjul, Western, and North Bank Regions, each with 5-10kWh or 2-4kWp per site.
  • Lot 4: Solar PV energy systems for 452 schools in the Lower River, Central River, and Upper River Regions, each with 5-10kWh or 2-4kWp per site.
  • The contract for design, supply, and installation is expected to span 16 months, while the initial operation and maintenance (O&M) period is set at 60 months from the operational acceptance of the first solar PV energy system. The O&M contract may be extended for an additional five years, up to a maximum duration of 20 years, contingent upon successful O&M service implementation and compliance with key performance indicators.

The bidding process adheres to international competitive procurement standards, following the European Investment Bank’s (EIB) procurement guidelines, with a One-Stage, two-envelope bidding Procedure. Bidders can obtain the complete set of bidding documents in electronic form by requesting them via email. Bid Security is required for each lot, with varying amounts ranging from €50,000.00 to €110,000.00, depending on the specific lot.

All bids, comprising two hard copies and one electronic copy in PDF format with Price Schedules in Excel format, must be submitted by the deadline of October 31, 2023, at 2 p.m. (The Gambia time). Electronic bidding is not permitted, and late submissions will not be considered. The bids will be publicly opened in the presence of designated representatives and observers at the specified address on the same day.
