The Department of Science and Technology (DoST) is actively combating the adverse impacts of climate change by implementing an advanced photovoltaic (PV) rooftop system at its primary facility in Bicutan, Taguig City. Teaming up with the Philippine National Oil Co. Renewables Corp. (PNOC RC), DoST’s objective is to embrace renewable energy and tackle climate change challenges.
The partnership between DoST and PNOC RC will extend over 15 years and will be implemented through a lease-to-own arrangement. PNOC RC will install a 100-kilowatt peak (kWp) solar PV rooftop system on the DoST Central Office building, which houses various executive offices. The building offers an estimated rooftop area of 2,400 square meters, capable of accommodating up to 320 kWp of solar PV capacity.
According to the agreement, PNOC RC will finance the entire project, while DoST Central Office will provide a security deposit equal to two months’ worth of monthly payments, amounting to P217,000, within 60 calendar days of signing the memorandum of agreement (MoA). Once the project is operational, DoST Central Office will make monthly payments to PNOC RC based on the building’s energy consumption from the solar PV system.
These payments will be calculated by multiplying the energy consumption by the prevailing electricity rate of the Manila Electric Cooperative, with a 5% discount for cost efficiency. Any surplus energy exported to the grid will be credited toward future billing periods, maximizing cost savings. Over the initial 20 years of operation, the project is anticipated to save around P5,906,094, highlighting the system’s consistent performance, maintaining 85% of its designed capacity. To ensure the seamless operation of the solar PV rooftop system, PNOC RC will offer comprehensive training to DoST technical personnel at no cost. This training program will equip them with the knowledge and technical skills needed for system operation and maintenance well before the project’s official turnover.
The installation of this state-of-the-art PV rooftop system at the DoST main building represents a significant step toward achieving energy self-sufficiency, security, and independence from fossil fuels. This partnership between DoST and PNOC RC underscores their commitment to addressing climate change and embracing renewable energy solutions.
