SJVN Green Energy Limited, a wholly-owned subsidiary of SJVN Limited, has initiated a significant procurement process by inviting online bids for the manufacture and supply of solar PV modules with a total capacity of 1,465 MWp. These modules are intended for use in various solar power projects to be installed in different states across India. The bidding process comprises two stages, with the first being a Techno-commercial Bid, followed by the second stage, which is a Price Bid, following the specified terms and conditions.
The projects for which these solar PV modules are required are distributed across the country and include:
Project-1: 260 MW (376.6 MWp) for GUVNL Phase-XIV in Mothara, Kutch, Gujarat.
Project-2: 200 MW (285.6 MWp) for MSEDCL Phase-VII, Anywhere in Maharashtra.
Project-3: 200 MW (285.6 MWp) for MSEDCL Phase-XI, Anywhere in Maharashtra.
Project-4: 200 MW (265.6 MWp) for Khavda SPP in Kutch, Gujarat.
Project-5: 100 MW (144.9 MWp) for GUVNL Phase-XIII in Mothara, Kutch, Gujarat.
Project-6: 75 MW (107.1 MWp) for Jamui SPP in Jamui, Bihar.
The selection of contractors to supply the required solar PV modules for each project will be carried out through an e-bidding process. Bidders will need to quote their prices based on their eligibility criteria, and there is no requirement to split bids for individual projects. However, it’s important to note that the maximum capacity allocated to any single bidder cannot exceed 572 MWp.
The scope of work for the successful bidder(s) includes the manufacture and supply of solar PV modules with a combined capacity of 1465 MWp. The delivery period for the solar PV modules for each project is set at 45 days from the date of the Letter of Award (LoA) issuance.
To be eligible for bidding, the bidder must have manufactured and supplied solar photo voltaic (SPV) modules with a cumulative capacity of 30 MWp or more in the last seven years. This period ends on the last day of the month preceding the issuance of the Notice Inviting Tender (NIT). Additionally, at least one of these supply orders should be for a capacity of 10 MWp or more. Only supply orders of a minimum capacity of 5 MWp or more will be considered for calculating the cumulative capacity. The bidder must provide documentary evidence of their in-house manufacturing capabilities of Solar PV Modules.
Furthermore, the bidder should have an annual average turnover for the last three financial years equivalent to ₹76 lakh per MWp for the total quoted capacity or an equivalent value in foreign currency.
Parties interested in participating in this e-tender must meet the eligibility criteria as specified in the bid document and submit their Techno-commercial Bid and Price Bid following the procedures outlined. SJVN Green Energy Limited will declare the successful bidder(s) based on qualifying requirements and responsiveness to the bid documents.
It’s important to note that SJVN Green Energy Limited reserves the right to reject any or all bids, cancel or withdraw the Notice Inviting Tender (NIT), and annul the process at any time before issuing the Letter of Award to the successful bidder, without being required to provide a specific reason. The company shall bear no liability for any consequences resulting from such a decision. This significant procurement initiative is expected to further bolster India’s renewable energy sector and stimulate economic growth.
