Gujarat Solar Projects: Successful SCOD Extension Agreement Between Solar Project Developers and GUVNL

In a recent development concerning solar power projects in Gujarat, a resolution has been reached between solar power project developers and the Gujarat Urja Vikas Nigam Limited (GUVNL), a distribution licensee, regarding the extension of Scheduled Commercial Operation Date (SCOD) for several solar projects.

The solar power developers, involved in setting up 4 MW capacity Solar PV Power Projects under the Government of Gujarat Policy for Development of Small Scale Distributed Solar Projects 2019, had previously filed petitions seeking an extension in SCOD due to various reasons, including force majeure conditions such as the COVID-19 pandemic.

After a series of hearings and negotiations, both parties have agreed to extend the SCOD by 8 months for the projects. This extension comes as a mutual settlement between the developers and the distribution licensee. It’s noted that this extension aligns with the terms and conditions of the Power Purchase Agreements (PPAs) signed between the parties.

The agreement to extend the SCOD is seen as beneficial for all stakeholders involved. For the distribution licensee, it ensures a continued supply of renewable energy at a favorable tariff, thus assisting in meeting Renewable Purchase Obligations (RPOs) and avoiding procurement of power at higher rates. Additionally, connecting these solar plants to substations helps in reducing losses and further lowering procurement costs for the licensee.

It’s highlighted that the tariff agreed upon for the electricity generated from these solar projects is relatively low, making it an attractive option for the distribution licensee to meet consumer demand effectively.

Importantly, as part of the settlement, the developers have agreed to withdraw petitions related to ‘Change in Law’, ensuring that there’s no financial impact on the distribution licensee or its consumers due to such claims.

The decision to extend the SCOD is also supported by the tariff discovered under the KUSUM scheme bids invited by GUVNL/Discoms, which falls within a similar range.

With the resolution reached and the extension of SCOD agreed upon, the parties are now set to execute the amended/supplemental PPAs, incorporating the terms and conditions stipulated in their joint application before the Commission. This step ensures that other terms and conditions of the PPAs remain unchanged and in force.

The resolution between the solar power developers and the distribution licensee marks a positive step towards the continued development of renewable energy projects in Gujarat. It reflects a collaborative effort to address challenges and move forward with the shared goal of sustainable energy production and consumption.
