India’s Leap into Green Future: MNRE Unveils Guidelines for Hydrogen Hubs under National Green Hydrogen Mission

The Ministry of New and Renewable Energy (MNRE) has launched an initiative to establish green hydrogen production and usage hubs as part of the National Green Hydrogen Mission. This ambitious plan aims to build at least two hubs by the fiscal year 2025-26, with each receiving a financial boost of INR 100 crore from the central government to develop essential infrastructure. These hubs are expected to have a minimum capacity of producing 100,000 metric tons of hydrogen per annum.

To select projects for development, the MNRE will nominate an agency responsible for soliciting proposals. These submissions will be judged on a variety of criteria: 50% on production capacity, 20% on technology and use cases, and 30% on financial investment. This evaluation will account for 80% of the decision-making process, with the remaining 20% based on presentations to the evaluation committee. Successful projects will be officially endorsed by the MNRE and receive funding in phases: 20% upon approval, 70% upon reaching specific milestones, and the final 10% after construction and commissioning are complete.

The mission’s broader goals include fostering regions for large-scale hydrogen production and use, streamlining green hydrogen projects within these hubs for efficiency and scale, improving cost-effectiveness, and promoting both domestic use and export of green hydrogen and its by-products. The financial support will cover various core infrastructure needs, such as hydrogen storage and transport, refueling stations for hydrogen-powered vehicles, and the necessary upgrades to power transmission and water treatment facilities, among others, to facilitate the transition towards green hydrogen energy solutions.
