Unlocking Himachal Pradesh’s Renewable Potential: The Pekhubella Solar Power Project Tariff Conundrum

The Himachal Pradesh State Electricity Board Ltd. (HPSEBL) and the Himachal Pradesh Power Corporation Limited (HPPCL) recently sought approval for a Power Purchase Agreement (PPA) concerning the Pekhubella Solar Power Project, a new development with a capacity of 32 MW located in Una district. This request was heard by the Himachal Pradesh Electricity Regulatory Commission in Shimla, which involved discussions around the specifics of power procurement and rates that would be sustainable and fair for consumers.

The Pekhubella project involves the construction of a 3.7 km transmission line to link with an existing line and utilizes approximately 49 hectares of mostly barren land. The project is part of a broader initiative to integrate more renewable sources into the state’s energy mix, addressing both environmental concerns and the growing energy demands of the region.

During the hearings, it emerged that while the proposed interim tariff was set at ₹3 per kWh, the commission stressed that any determination of tariffs should align with norms ensuring consumer interests are safeguarded and that costs are kept in check. This is particularly important as the land for the project has been provided by the Government of Himachal Pradesh, which implies that project costs should be minimized.

There was considerable discussion around the appropriate tariff rates, with comparisons made to national averages and rates determined through competitive bidding processes managed by the Solar Energy Corporation of India (SECI). Eventually, a revised rate of ₹2.90 per unit was agreed upon, reflecting a balance between the need to encourage renewable energy projects and the imperative to provide affordable electricity to consumers.

The commission directed that if the revised rate was acceptable, the PPA should be signed promptly; otherwise, the power could be sold on the open market. This decision underscores the regulatory body’s role in balancing stakeholder interests and ensuring that renewable energy projects proceed in a manner that benefits the broader community.
