Rayleigh Solar Farm, slated to boast an export capacity of 30 MW upon completion, has been granted planning permission following a reversal of fortunes. Initially refused by Rochford District Council’s Development Committee in June 2023, despite a recommendation for approval from Planning Officers, the project has now been greenlit.
The application’s previous rejection stemmed from concerns about its impact on the Green Belt, with officials questioning whether its benefits outweighed the environmental harm. However, in a turn of events, less than a week after this decision, Rochford District Council declared a Climate and Ecological Emergency, setting ambitious net zero targets for its estate by 2030 and the district area by 2040.
The council’s Climate Action Plan outlined a goal of achieving 100 MW of renewable energy within its district by 2030, with Rayleigh Solar Farm expected to contribute significantly to this target, covering half of the intended capacity. In the planning balance, the Inspector weighed the proposal’s potential to reduce greenhouse gas emissions, enhance energy resilience, and improve biodiversity, ultimately ruling in favor of granting permission.
George Wilyman, Head of Planning at Aura Power, the project’s developer, expressed delight at the Inspector’s decision, emphasizing the local benefits and contribution to national renewable energy targets. He highlighted the project’s inclusion of biodiversity enhancements, extensive tree planting, and a ยฃ12,000 annual community benefit fund.
Aura Power’s successful appeal was supported by independent advisors Turley, who provided expert planning services for the project. Andrew Ross, Director at Turley, praised the decision, recognizing the project’s role in bolstering domestic energy supply from renewable sources and supporting net zero targets.
In addition to the planning victory, Aura Power recently secured ยฃ10 million in funding from Novuna Business Finance to advance its global development pipeline, which spans over 12 GW.
