MNRE Clarifies ALMM Order For Solar PV Modules: Applicability Starting 10th April 2024

The Ministry of New and Renewable Energy (MNRE) has provided an important clarification regarding the Approved Models and Manufacturers of Solar Photovoltaic Modules (Requirements for Compulsory Registration) Order, 2019. This clarification, along with subsequent amendments and guidelines, aims to ensure clear understanding and compliance among stakeholders involved in solar photovoltaic projects.

According to the MNREโ€™s Office Memorandum No. 283/54/2018-GRID SOLAR-Part(1), dated March 10, 2021, the ministry had previously issued the First List of Approved List of Models and Manufacturers (ALMM) for solar PV modules. A critical detail highlighted in this memorandum states that the ALMM Order applies to projects with bid submissions concluded after 30 days from the publication date of the list. Specifically, the ALMM Order for List I (Modules) became applicable to bids with a submission deadline on or after April 10, 2021.

To eliminate any confusion, the MNRE reiterates that the ALMM Order for List I (Modules) is only applicable to those projects whose last date for bid submission is on or after April 10, 2021. This means that any solar projects with bid submission deadlines before this date are not subject to the requirements of the ALMM Order for List I (Modules).

This clarification is crucial for project developers and bidders to ensure they are following the correct regulations. Projects submitted before April 10, 2021, are exempt from the ALMM Order for List I (Modules), thereby providing some flexibility for those projects already in the pipeline.

The issuance of this clarification was approved by the competent authority within the MNRE, underscoring the importance of accurate and timely dissemination of regulatory updates to the renewable energy sector.

The MNREโ€™s reaffirmation of the ALMM Orderโ€™s applicability date aims to streamline compliance and prevent any misunderstandings that could impact the progress of solar PV projects across India. Stakeholders are advised to take note of these details to ensure their projects are aligned with current regulatory requirements.
