Ethiopian Electric Power Seeks Consultants For Weranso Solar PV Project Feasibility Study

The Federal Democratic Republic of Ethiopia (FDRE) has secured financing from the African Development Bank for the Ethiopia Djibouti Second Power Interconnection Project. Part of this funding will be allocated to consultancy services for feasibility studies for the Utility-Scale Weranso Solar PV Project.

Project Overview

The consultancy services will cover:

  • Feasibility Study: Including hydrology, geotechnical, and seismic studies, assessment of climate conditions, solar resources, energy yield, financial and economic analysis, and grid integration impact study.
  • Environmental and Social Impact Assessment
  • Resettlement Action Plan
  • Design Reports and Drawings
  • Bidding Documents Preparation
  • Capacity Building: Including training and application tools.

The consultancy service assignment is expected to last 10 months. Detailed Terms of Reference (TOR) for the assignment can be accessed on the Ethiopian Electric Power (EEP) website.

EEP invites eligible consultants to express their interest in providing these services. Interested parties must provide information demonstrating their qualifications, including brochures, descriptions of similar assignments, and evidence of relevant experience and staff skills. Consultants may form joint ventures to enhance their chances of qualification.

Individual experts’ CVs are not required at this stage, and key experts will not be evaluated during shortlisting. The selection procedure will adhere to the African Development Bank’s “Operations Procurement Manual” (October 2015), available on the Bank’s website. EEP is not obligated to shortlist any consultant expressing interest. A consultant will be selected according to the QCBS method outlined in the Consultant Guidelines.

Expressions of interest must be submitted in person or by email by 10 July 2024, 4:00 PM local time (Addis Ababa, Ethiopia). Submissions should be titled “Expression of Interest for Consultancy Service for Feasibility Studies for Utility-Scale Weranso Solar PV Project.”
