MNRE Unveils Guidelines for Green Hydrogen Production Under SIGHT Programme Component II

The Ministry of New and Renewable Energy (MNRE) announced new guidelines for the implementation of Green Hydrogen production under the Strategic Interventions for Green Hydrogen Transition (SIGHT) Programme โ€“ Component II: Incentive Scheme for Green Hydrogen Production (Mode 1) – Tranche-II. Notified on July 3, 2024, this tranche aims to produce 450,000 tons per annum (TPA) of Green Hydrogen. Of this, 40,000 TPA is earmarked for biomass-based pathways (bucket-II), while the remainder will utilize technology-agnostic pathways (bucket-I).

The Solar Energy Corporation of India (SECI) will oversee the implementation of this tranche. The upcoming Request for Selection (RfS) from SECI will initiate the bidding process. The bidding will focus on the least average incentive quoted by bidders. Under bucket-I, the minimum bid is set at 10,000 TPA and the maximum at 90,000 TPA. For bucket-II, the minimum and maximum bids are 500 TPA and 4,000 TPA, respectively. Bidders can participate in either or both buckets, but no single bidder will be allocated more than 90,000 TPA in this tranche.

The National Green Hydrogen Mission, launched on January 4, 2023, with a budget of Rs. 19,744 crores up to FY 2029-30, aims to position India as a leader in Green Hydrogen production. This initiative aligns with India’s Aatma Nirbhar (self-reliant) vision, promoting clean energy, decarbonizing the economy, reducing fossil fuel imports, and enhancing technology and market leadership in the Green Hydrogen sector.
