Comprehensive Roadmap For Enhancing Long-Term Energy Policy Planning – IEA Report

In the recent roadmap on long-term energy policy planning, significant emphasis is placed on the necessity for robust capacity development. Countries are encouraged to systematically collect energy statistics, adhering to international methodologies and standards, such as the International Recommendations for Energy Statistics (IRES). This systematic collection ensures a reliable data foundation for energy policy planning and allows for continuous improvement in energy data at the national level. Collaboration with key data providers, such as national statistical offices, is vital. These entities should be actively involved in policy planning as data providers and authorities tracking policy impacts through established indicators.

One critical aspect highlighted is the need for comprehensive energy supply and demand data. This includes data on energy production, imports, exports, and stocks, as well as data on energy transformation processes like electricity and heat production and oil refining. These data points are crucial for developing an accurate and effective energy system model.

The document underscores the importance of scenario development in energy policy planning. Scenarios help depict possible outcomes of different development alternatives, particularly in evaluating climate and energy policy measures. The Intergovernmental Panel on Climate Change (IPCC) defines a scenario as a coherent, internally consistent, and plausible description of a possible future state of the world. This method helps policymakers understand potential future conditions and make informed decisions.

Three main categories of scenarios are identified: exploratory, normative, and predictive. Exploratory scenarios address what could happen under certain conditions, normative scenarios focus on achieving specific targets, and predictive scenarios predict what will happen given certain events. For example, exploratory scenarios might examine the impact of developing 500 MW of renewable electricity capacity by 2040, while normative scenarios might explore pathways to achieving net-zero emissions by 2050.

The roadmap also recommends strengthening scenario development by establishing a strong governance structure through a participatory process and coordinating among all stakeholders. Expanding the boundaries of scenarios to include social impacts of the energy transition and innovation in the energy sector is crucial. Communicating the results transparently and effectively, especially in the context of international commitments like nationally determined contributions (NDCs) to reduce greenhouse gas emissions, is also emphasized.

In supporting energy modeling, the roadmap suggests tapping into open-source datasets. Platforms like the World Bank’s Open Data and Analytics platform, the Resource Watch platform by the World Resources Institute, and the Global Atlas for Renewable Energy by the International Renewable Energy Agency (IRENA) provide valuable resources for policymakers and investors. These platforms offer access to energy-related datasets and resource maps, aiding in the development of comprehensive and informed energy policies.

Overall, the roadmap provides a detailed framework for countries to enhance their capacity for long-term energy policy planning. By focusing on systematic data collection, scenario development, and leveraging open-source datasets, countries can develop robust energy policies that are informed, inclusive, and aligned with both national priorities and international commitments.
