The International Energy Agency (IEA) has announced the formation of a new Global Commission on People-Centred Clean Energy Transitions, co-chaired by Deputy Prime Minister Teresa Ribera of Spain and Minister Alexandre Silveira of Brazil. The Commission aims to design and implement equitable energy policies that prioritize affordability and fairness in clean energy transitions.
This initiative will leverage international best practices and members’ experiences to provide actionable recommendations. The Commission includes energy, climate, and labor leaders from governments worldwide, alongside high-level representatives from international organizations and civil society groups.
Building on the 2021 recommendations from the first Global Commission on People-Centred Clean Energy Transitions, the new Commission will focus on ensuring that all energy transition policies reflect fairness and improve energy affordability. It will also establish mechanisms to monitor the effectiveness and social impacts of these policies.
IEA Executive Director Fatih Birol emphasized the importance of inclusive policies, stating, “Clean energy transitions will only succeed if their advantages are shared with all parts of society.” Deputy Prime Minister Ribera highlighted the opportunity to reduce inequalities and generate economic opportunities, while Minister Silveira stressed the need for a just and inclusive transition.
The first meeting of the Commission will be held in October at the G20 Energy Transitions Ministerial Meeting in Foz do Iguaรงu, Brazil. The Commission’s work will be featured prominently in the G20 agenda this year and at COP30 next year under Brazil’s presidency.
