UGVCL’s 41 MW Gujarat Solarization Project Under PM-KUSUM Scheme Awaits Stakeholder Feedback

The Gujarat Electricity Regulatory Commission held a hearing on June 28, 2024, regarding a petition filed by Uttar Gujarat Vij Company Limited (UGVCL). This petition requested the approval of the tariff discovered through a competitive bidding process for the installation of solar power plants under the PM-KUSUM scheme. The scheme aims to solarize various 11 kV feeders through a RESCO model. The hearing discussed the petition, which involves the implementation of feeder-level solarization under Component C of the PM-KUSUM scheme initiated by the Government of India.

UGVCL sought approval for the tariff discovered under the bidding process. The process was outlined in the Request for Selection (RfS), dated October 13, 2023. This project involves ten solar power plants with a combined capacity of 41 MW. The implementation of this project aligns with the Ministry of Power’s guidelines and notifications from the Government of Gujarat.

During the hearing, UGVCL confirmed that all relevant documents had been submitted and were on record. The Commission inquired about the steps taken to invite comments and suggestions from stakeholders. UGVCL agreed to issue a public notice in Gujarati and English newspapers to gather feedback from the public. The notice will invite comments, suggestions, and objections from stakeholders, which will be submitted to the Commission.

The Commission emphasized the importance of public participation in the decision-making process, particularly in matters related to power procurement and tariff approval. The public notice will detail the procedure for stakeholders to submit their comments and suggestions, ensuring transparency and inclusivity. UGVCL is tasked with uploading the petition and related documents on their website and publishing the notice in widely circulated newspapers.

The Commission also directed its staff to facilitate the process by providing copies of the representations received by UGVCL. This will enable UGVCL to respond to the feedback and objections before the next hearing. The staff will also ensure that the petition and public notices are uploaded on the Commission’s website for public access. The next hearing is scheduled for August 8, 2024. The Commission will review the feedback from stakeholders and UGVCL’s responses before making a final decision on the tariff approval and the implementation of the solarization project.
