CESC Limited Invites Bids for 150 MW Solar PV Power Projects in India

CESC Limited has issued a Request for Selection (RfS) for the development of 150 MW of ISTS-connected solar photovoltaic (PV) power projects across India. The tender, identified under RfS No. ED (PM)/2024-25/165 , will utilize a two-bid system, incorporating both technical and financial bids.

Key Details of the Tender:

  • Bidding System: The process follows a two-bid system and is conducted electronically via the ISN-ETS portal. Manual submissions are not accepted.
  • Document Fee: A non-refundable fee of INR 29,500 (including GST) is required, payable through NEFT/RTGS to CESC’s account.
  • Bid Processing Fee: An additional fee of INR 5,00,000 plus applicable taxes must be submitted in the same manner.
  • Earnest Money Deposit (EMD): Bidders are required to submit an EMD of INR 20,00,000 per MW per project in the form of a bank guarantee.
  • Performance Bank Guarantee: A performance guarantee, as specified in Clause 17 of the RfS, will be required from successful bidders.

Timeline and Submission:

  • Pre-bid Meeting: Details will be provided on the ISN-ETS portal and CESC website.
  • Bid Submission Deadline: Bids must be submitted by the deadline specified on the ISN-ETS portal.
  • Technical and Commercial Bid Opening: The opening schedule will be announced on the ISN-ETS portal.
  • e-Reverse Auction: Eligible bidders will be informed of the date and time for the e-Reverse Auction via email.

Project Scope:

  • Project Requirements: Selected solar power developers (SPDs) will be responsible for setting up the solar PV projects, including the necessary transmission network up to the interconnection point. The scope includes land acquisition, project installation, and obtaining all required approvals and connectivity.
  • Technology and Capacity: Projects can use any solar photovoltaic technology and will be evaluated through e-bidding and e-Reverse Auction. The total capacity available is 150 MW, with a Greenshoe Option allowing for an additional 150 MW.

Bidder Eligibility:

  • Bidders may offer between 50 MW and 150 MW, in multiples of 50 MW. The maximum capacity allocation per bidder is capped at 150 MW.
  • The Greenshoe Option allows successful bidders to acquire additional capacity at the lowest tariff rate discovered through the competitive bidding process.
