On January 19, 2023, the Karnataka Electricity Regulatory Commission (KERC) announced new regulations for Green Energy Open Access (GEOA) and introduced a standard format for Wheeling and Banking Agreements (WBA) on March 31, 2023. These regulations, particularly clause 8(ii), outline the process for granting Green Energy Open Access for long-term and medium-term applications. Article 10.1 of the WBA format addresses these long-term and medium-term agreements.
However, on August 29, 2024, the Karnataka Power Transmission Corporation Limited (KPTCL) requested that the commission include short-term open access in both the GEOA regulations and the WBA. The commission has been receiving similar requests from generators seeking to include short-term open access in the WBA.
In response, the commission, using its powers to issue orders and address implementation difficulties under regulations 22 and 23, has decided to include short-term open access in regulation 8 of the GEOA regulations and in clause 10.1 of the WBA. The commission has directed the office to make the necessary amendments to the GEOA regulations and WBA to accommodate short-term open access.
