The MNRE has issued an important order concerning solar thermal systems, devices, and components. This order is known as the Solar Thermal Systems, Devices, and Components (Quality Control) Order, 2024. It is aimed at ensuring the quality of various solar thermal products available in the market.
The order will take effect 180 days after it is published in the Official Gazette. It applies to specific goods related to solar thermal technology but does not cover items meant for export. This means that the regulations will focus on products intended for use within the country.
According to the order, certain solar thermal products must meet specific Indian standards. These products include solar flat plate collectors for solar water heating systems, all-glass evacuated tube solar water heating systems, and storage water tanks for evacuated tube systems. Each of these items must conform to the relevant Indian standards and display the Standard Mark, which indicates compliance with these quality benchmarks.
The Bureau of Indian Standards (BIS) has been designated as the authority responsible for certifying and enforcing these regulations. This organization will oversee compliance and ensure that the specified goods meet the established standards. Additionally, BIS, along with other agencies it may appoint, will conduct market surveillance to monitor the conformity of products carrying the Standard Mark.
In case of violations of the order, individuals or entities that fail to comply with the provisions may face penalties. The enforcement of this order highlights the government’s commitment to maintaining high standards for solar thermal products, promoting public interest and consumer safety.
The schedule attached to the order lists the specific goods covered, along with the corresponding Indian standards. For example, solar flat plate collectors are required to comply with two Indian standards: one that specifies general requirements and another that focuses on components. Similarly, all-glass evacuated tube solar water heating systems and their storage tanks have their own designated standards.
This initiative is a significant step toward enhancing the quality of solar thermal technologies in India. By ensuring that these products meet established standards, the government aims to foster consumer trust and encourage the adoption of renewable energy solutions. Malaviya, Secretary General (Solar Thermal Federation of India – STFI) stated that “The much needed Quality Control Order will not only protect consumers but will protect the domestic manufacturers from competing with inferior sub-standard products and will enable an eco-system for market acceleration policy measures. Qualitative international manufacturers will also find space to expand in Indian markets through jointย ventures.”
