ALMM Order Update: MNRE Mandates Solar PV Cell Compliance from June 2026

The Ministry of New & Renewable Energy (MNRE) has issued a significant amendment to the Approved Models and Manufacturers of Solar Photovoltaic Modules (ALMM) order, introducing critical changes aimed at boosting Indiaโ€™s domestic solar manufacturing capacity while ensuring adherence to quality standards.

Key Amendments to the ALMM Order

  1. Introduction of ALMM List-II for Solar PV Cells

The MNRE has announced the creation of ALMM List-II, which will include approved models and manufacturers of solar PV cells. This list will become effective from June 1, 2026. All solar PV modules under ALMM List-I must use cells approved in List-II after this date.

  1. Project Compliance Requirements

Projects will be categorized based on their bid submission dates concerning the issuance of this amendment:

Projects Bid Before the Amendment:

  • Solar PV modules must be sourced from ALMM List-I.
  • Projects will be exempt from using cells from ALMM List-II, regardless of commissioning dates.

Projects Bid After the Amendment:

  • Mandatory sourcing from both ALMM List-I (modules) and List-II (cells).
  • Compliance required even if the project is commissioned before June 1, 2026.
  1. Post-2026 Module Categorization

Starting June 1, 2026, ALMM List-I will only include modules using List-II cells. To address projects exempt from this requirement, a separate ALMM List-I(a) will be maintained for modules that do not use ALMM List-II cells but are still approved for exempted projects.

  1. Net-Metering and Open Access Projects
  • Projects in these categories must use ALMM-listed modules.
  • Exemptions: Projects commissioned before June 1, 2026, are exempt from List-II compliance.
  • Post-June 2026: Compliance with both lists becomes mandatory.
  1. Special Provisions
  • Thin Film Modules: Thin-film technology-based solar PV modules produced by integrated manufacturers listed in ALMM List-I will be considered compliant with List-II requirements.

The MNRE plans to release detailed procedural guidelines for enlisting models and manufacturers of solar PV cells under ALMM List-II. This move underscores the governmentโ€™s intent to strengthen the domestic solar manufacturing ecosystem while ensuring quality compliance for future solar energy projects.

The amendments aim to align Indiaโ€™s renewable energy sector with global standards, paving the way for increased investment, technological advancements, and sustainable energy security.
