CSERC Drafts Intra-State Deviation Settlement Regulations 2025 To Ensure Grid Stability And Fair Energy Practices

The Chhattisgarh State Electricity Regulatory Commission (CSERC) has drafted the Intra-State Deviation Settlement Mechanism and Related Matters Regulations, 2025. This framework aims to ensure grid stability and security by mandating users to adhere to scheduled electricity drawl and injection. The regulations define key terms and establish guidelines for deviation charges, which are imposed when actual electricity usage deviates from the schedule.

These charges are calculated differently based on the type of electricity generators or consumers involved. For example, charges for general sellers, wind and solar power generators, and hydro-based stations vary based on parameters like capacity and grid frequency. The document also includes specific provisions for renewable energy sources and energy storage systems, ensuring fair treatment while maintaining grid discipline.

The regulation specifies scheduling protocols for energy drawl and injection, emphasizing accuracy and timely communication between buyers, sellers, and the State Load Dispatch Center (SLDC). It sets limits on schedule revisions to avoid operational disruptions. Deviation charges for power generators and consumers are determined based on factors such as capacity, frequency, and contract terms.

A separate mechanism for energy accounting and settlement has been detailed, requiring the SLDC to issue State Deviation Settlement Mechanism Accounts. These accounts facilitate timely payments and ensure equitable allocation of funds from a designated State Deviation Pool Account.

The draft also empowers the commission to relax certain provisions, address unforeseen challenges, and repeal older regulations. This comprehensive regulation aims to enhance operational efficiency and transparency while fostering a robust framework for managing energy deviations in Chhattisgarh.
