AMU Invites Bids For CAMC Of 3 MW Solar Plant And 33 KV Transmission Line

A tender has been issued by the Department of Higher Education under the Ministry of Education for the Comprehensive Annual Maintenance Contract (CAMC) of a 3 MW (AC) ground-mounted solar photovoltaic plant. The project also includes the operation and maintenance of a 33 kV transmission overhead line, which stretches approximately 3 kilometers, and connecting 33 kV HT panels at both ends—specifically at the plant and the main 33 kV AMU Grid Substation.

Interested bidders are required to submit their bids by 8th April 2025 at noon. The bids will be opened on the same day at 12:30 PM. The validity of the bid-offer is 90 days from the closing date.

This tender is being managed by Aligarh Muslim University (AMU) in Uttar Pradesh. The total quantity mentioned in the tender is one comprehensive contract.

The Earnest Money Deposit (EMD) required for this tender is ₹52,050. Bidders can be exempted from submitting the EMD if they fall under the Micro and Small Enterprises (MSE) category and meet the eligibility criteria specified in the policy. The advisory bank for both EMD and Performance Bank Guarantee (PBG) is the State Bank of India.

For the Performance Bank Guarantee (PBG), the requirement is 5% of the contract value. The duration of the PBG must be 15 months from the effective date. This PBG is essential for securing the performance obligations under the terms of the contract. In addition, there is an ePBG requirement which is to be submitted directly to the buyer, and it must remain valid for the complete CAMC period plus one year.

The bid follows a two-packet system, which includes both technical and financial bids. Bidders have two days to clarify technical queries during the evaluation stage. There is no provision for a reverse auction in this bid. The evaluation of the bids will be done on a total value-wise basis.

For eligibility, bidders are required to have at least three years of experience in similar services. An MSE purchase preference is applicable, and eligible MSEs will be given preference according to the Public Procurement Policy for Micro and Small Enterprises. Similarly, there is a purchase preference under the Make in India (MII) initiative, requiring at least 50% local content for Class 1 suppliers and 20% for Class 2 suppliers.

A pre-bid meeting is scheduled for 24th March 2025 at 11:00 AM. It will be held at the Department of Electricity, Supply Service Section, near Sir Ziauddin Hall, Aligarh Muslim University, Aligarh, Uttar Pradesh.

The Comprehensive Maintenance Contract (CMC) includes preventive maintenance, calibration, service charges, and spares, and guarantees 98% uptime during the maintenance period. The warranty period for the equipment is one year, followed by two years of comprehensive maintenance.

The CAMC will ensure the efficient functioning of the solar power plant, transmission lines, and related equipment, contributing to the university’s efforts in sustainable energy management.
