Vietnam Approves Amended PDP8: A Strategic Shift Towards a Greener Energy Future

Vietnam has officially approved the amended Power Development Plan VIII (PDP8), signaling a transformative move toward a more secure, green, and high-growth energy sector. The revised plan outlines key targets that support the countryโ€™s sustainable development and climate commitments while reinforcing regional energy integration.

Energy Security & Economic Growth

The amended PDP8 sets ambitious GDP growth projectionsโ€”10% during 2026โ€“2030 and 7.5% through 2031โ€“2050. Power demand is forecast to surge to 500โ€“558 billion kWh by 2030 and reach up to 1,375 billion kWh by 2050. Peak electricity capacity is expected to hit nearly 100 GW by 2030 and scale up to 229 GW by mid-century.

Clean Energy & Climate Targets

A significant aspect of the revised plan is its climate alignment. Vietnam aims to cap COโ‚‚ emissions at 197โ€“199 million tons by 2030, further reduced to 170 million tons with support from the Just Energy Transition Partnership (JETP). By 2050, emissions are projected to fall sharply to 27 million tons. The plan also emphasizes smart grid development and greater integration of renewable energy sources.

Green Industry & Regional Export Strategy

By 2030, Vietnam plans to establish two major renewable energy hubs, strategically positioned to drive green industrial growth and energy exports. The country targets 5,000โ€“10,000 MW of electricity exports to the ASEAN region by 2035.

Power Mix 2030

Under the 2030 roadmap, Vietnamโ€™s power system is expected to reach a total capacity of up to 236 GW, with the mix comprising approximately:

  • Solar: 31%
  • Wind (onshore + offshore): 32%
  • Hydro: 15%
    The remaining capacity will include liquefied natural gas (LNG), coal, nuclear, and electricity imports.

Power Mix 2050

Looking ahead to 2050, the energy landscape is set to expand to 839 GW of total capacity. Renewables will dominate the mix:

  • Solar: 38%
  • Offshore Wind: 17%
  • Onshore Wind: 11%
    This reflects a heavy emphasis on clean technologies and next-generation energy solutions.

The amended PDP8 lays down a bold and future-oriented framework that not only ensures energy security for Vietnam but also strengthens its position in global climate efforts and regional energy trade.
