MES Invites Bids For 1100 kW Rooftop Project At Rangapahar Military Station

The Military Engineer Services (MES) has issued a tender for the provision of rooftop solar plants with a total capacity of 1100 kW at various buildings in Rangapahar Military Station under GE 868 EWS. The estimated cost of the project is ₹728.59 lakhs. The contract will be divided into two main phases. Phase I and II are to be completed in 270 days and involve the actual installation and related construction work, excluding operation and maintenance. Phase III covers the comprehensive maintenance of the solar power plant and SCADA system, including the defect liability period, and will extend over 1825 days.

The tender has been published on the government e-procurement portal, and interested bidders must follow the single-stage two-cover system for submission. Only item-rate contracts will be considered, and bidders are expected to quote their prices in the BOQ format provided. The start date, end date for submission, and opening of bids are to be referred to on the portal.

The cost of the tender form is ₹3,000, which should be submitted via a demand draft or banker’s cheque drawn in favor of GE 868 EWS and payable at Rangapahar. Importantly, the earnest money deposit (EMD) required for this tender is ₹6,89,300. This should be submitted in the form of a deposit-at-call receipt from a scheduled bank in favor of GE 868 EWS; fixed deposit receipts are not acceptable. The performance bank guarantee (PBG), or Performance Security Deposit, to be submitted upon award of the contract, is 5% of the contract value, which must be deposited within 28 days of notification of award.

Both MES enlisted and unenlisted contractors are allowed to bid, subject to specific eligibility conditions. Enlisted contractors must be of Class ‘A’ and above, with a record of satisfactory performance. They should have a Memorandum of Understanding (MoU) with solar firms rated 1A to 2C by authorized credit rating agencies like CRISIL, ICRA, or CARE. Contractors who are not enlisted with MES must meet Class ‘A’ enlistment criteria, which include experience with government or PSU works, financial solvency, annual turnover, and other parameters defined in the MES Manual of Contracts 2020.

The tender also requires bidders to have prior experience in successfully commissioning solar power plants. Acceptable proof includes one completed work of not less than 880 kW, two works of at least 550 kW each, or three works of at least 440 kW each in the past seven years.

The Accepting Officer is the Chief Engineer of the Shillong Zone, located at Spread Eagle Falls, Shillong – 793011. His office will be responsible for accepting the tender and awarding the contract. Integrity Pact compliance is mandatory. The signed pact must be uploaded as part of the technical bid and also sent in original by post. Any deficiency in the submission of required documents will disqualify the bid. Once awarded, subletting the work or executing it through unrelated third parties is not permitted.
