CEFTX Rolls Out CHARGE Program To Bring Solar Power, Jobs, And Savings To 19 U.S. States

The Clean Energy Fund of Texas has introduced CHARGE, a new, federally supported clean energy initiative aimed at expanding solar power access, reducing utility costs, and creating job opportunities across several southern and mid-Atlantic states. These regions have some of the highest energy expenses in the country, and CHARGE is designed to bring meaningful relief and long-term benefits to the communities most affected.

CHARGE, which stands for Communities Helping America Renew and Grow the Economy, focuses on putting local communities at the center of the clean energy transition. One of the defining features of the program is its emphasis on community-driven development. Higher education institutions, particularly Minority-Serving Institutions (MSIs), will take the lead in this initiative. They will partner with grassroots organizations to plan and implement solar projects that are tailored to the specific needs and priorities of each region. This collaborative model is intended to ensure that the projects have a lasting impact and are aligned with the values and goals of the communities they serve.

The initiative promises several key benefits. First, it will lead to significant energy savings for thousands of households. More than 8,870 homes are expected to see a reduction in utility bills by approximately 25 percent, resulting in an estimated total savings of $76.97 million. Second, CHARGE will contribute to environmental protection by cutting carbon emissions by around 3.14 million metric tons. This reduction supports national efforts to combat climate change and move towards a more sustainable future.

Teresa Morales, CHARGE Program Director of the Clean Energy Fund of Texas, said in a statement, โ€œCHARGE is about flipping the switch for communities hit hardest by high energy costs. We’re delivering solar power, real savings, and good jobs to campuses and neighborhoods that have long been left out. This is clean energy with purpose. Energy savings and job opportunity benefits will go directly to communities, and thanks to local partnerships, solar solutions can become part of a community-focused resilience planning effort. More importantly, project partners will help train the next generation of clean energy leaders to keep this momentum growing.โ€

CHARGE also addresses economic development through job creation. The program includes investment in workforce training initiatives that will prepare individuals for new employment opportunities in solar panel installation and maintenance. These jobs are expected to provide stable, well-paying work in a growing industry. In addition, higher education institutions involved in CHARGE will develop STEM (science, technology, engineering, and math) programs to give students hands-on experience with solar technologies and renewable energy systems. This educational component will help build a pipeline of skilled professionals ready to support the clean energy sector.

To ensure that CHARGE remains transparent and responsive to community needs, a Community Advisory Board will be established. This board will include representatives from higher education institutions, regional organizations, and local residents. It will play an active role in guiding the programโ€™s implementation and ensuring that it stays accountable to the people it is intended to serve. Overall, CHARGE represents a comprehensive approach to clean energy development that prioritizes local leadership, economic equity, and long-term sustainability.
