The Cantonment Boards of Bakloh and Dalhousie in Himachal Pradesh have both invited e-tenders for the installation of rooftop solar power systems at multiple locations under their jurisdiction. The project in Bakloh aims for a total capacity of 50 kW across five sites, while the Dalhousie initiative seeks to install 57 kW similarly spread across five sites. These projects form part of their green energy and infrastructure improvement efforts.
In Bakloh, the solar systems will be installed at the Cantonment Board Office, CB Hospital, two primary schools in the bazaar area, and a high school. The breakdown of capacity is 5+5+10+10+20 kW. The estimated cost of the project is around โน30 lakhs, and the earnest money deposit required is โน60,000. The Dalhousie project includes installations at the Board Office, Guest House, CB Hospital, a middle school, and a kindergarten, with capacities of 13+10+15+14+5 kW. The estimated cost here is โน35 lakhs, and the required earnest money is โน70,000.
Both tenders follow a two-cover bid systemโtechnical and financial. Interested firms must submit their bids online via the Defence e-procurement portal. No manual bids will be accepted. The deadlines for bid submission and technical bid openings are the same for both tenders, with the final date for submission being 9th June 2025 and the technical bids opening on 11th June 2025.
The scope of work in both tenders includes supply, installation, testing, and commissioning of grid-connected rooftop solar PV systems. This also includes the supply of mono PERC bifacial solar modules with minimum 500W output, inverters of various ratings (5kW, 10kW, 15kW, and 20kW as per site needs), durable mounting structures, all associated electrical wiring and connectors, junction boxes, net metering setups, and lightning and earthing protection systems. Remote monitoring systems and training for local staff are also included in the contract.
Both projects must be completed within two months of the issuance of the work order. Contractors are required to comply with all safety, regulatory, and quality standards as per guidelines from MNRE, the Himachal Pradesh State Electricity Board, and other relevant authorities. Payment terms are also similar, with 50% released after material supply and the remaining after successful commissioning and submission of required documentation.
Eligibility criteria for bidders include prior experience in handling similar government projects of the specified capacity, possession of all required registrations, and OEM authorization for the proposed equipment. Both Boards emphasize compliance with labour laws, environmental standards, and safe construction practices.
The tenders specify that any delays or unsatisfactory work could lead to penalties, forfeiture of performance security, or even contract termination. Performance security of 5% of the contract value must be submitted by the selected bidder within 15 days of bid acceptance.
The solar rooftop projects in Bakloh and Dalhousie reflect a commitment to renewable energy adoption and efficient energy management within defence establishments, setting an example for sustainability and modernization in public infrastructure.
