NHPC Limited, on behalf of its subsidiary NHPC Renewable Energy Limited (NHPC REL), has issued a Request for Selection (RfS) for the implementation of rooftop solar projects across government buildings under allocated Central Ministries. The projects will be carried out in RESCO mode through tariff-based competitive bidding and include an e-reverse auction process. These initiatives are part of the PM Surya Ghar Muft Bijli Yojana (PMSG-MBY), aiming to boost renewable energy adoption across India.
The tender was published online on May 30, 2025, at 6:30 PM. Interested bidders could begin downloading documents on the same day and time. The online submission of bids opened on June 2, 2025, at 5:30 PM and will remain open until June 30, 2025, at 5:30 PM. The last date for offline document submission is July 2, 2025, by 5:00 PM. The technical bids will be opened on July 3, 2025, at 3:00 PM, while the date for opening financial bids will be announced later. The e-reverse auction start dates for each state or union territory will also be communicated separately.
The bid validity period is 120 days from the last date of online bid submission. The rooftop solar installations must be commissioned within nine months for normal category states and within twelve months for special category states from the date of signing the Power Purchase Agreement (PPA).
The cost of the bid document varies based on the state. For Jammu & Kashmir, Bihar, and Arunachal Pradesh, the cost is ₹500 each. For states like Himachal Pradesh, Punjab, Gujarat, Odisha, Sikkim, Jharkhand, Andhra Pradesh, Mizoram, and Meghalaya, it is ₹1,000 each. For larger states like Uttar Pradesh, Haryana, Delhi, Rajasthan, Madhya Pradesh, Maharashtra, West Bengal, Telangana, Kerala, and Assam, the cost is ₹1,500 each. For Uttarakhand, Karnataka, and Tamil Nadu, it is ₹5,000 each.
The Earnest Money Deposit (EMD) or bid security required for each state is different. It ranges from ₹43,000 for Jammu & Kashmir to ₹35,78,000 for Tamil Nadu. Other major EMD amounts include ₹25,85,000 for Uttarakhand, ₹12,36,000 for Delhi, ₹14,86,000 for Rajasthan, ₹14,81,000 for Maharashtra, ₹14,09,000 for West Bengal, and ₹33,95,000 for Karnataka. The EMD can be submitted in the form of a Demand Draft, Bank Guarantee, Pay Order, or Insurance Surety Bond.
To participate, bidders must be legally incorporated Indian entities and not barred or blacklisted by any public sector or government organization. They must also meet specific technical and financial criteria. The technical requirement includes having completed solar PV projects of at least 400 kWp cumulative capacity, with one individual plant of at least 40 kWp. Alternatively, experience in infrastructure projects worth at least ₹4 crore and an electrical substation of 11 kV or above also qualifies.
Financially, the bidder must demonstrate an average annual turnover of ₹18,000 per kW for normal states and ₹14,850 per kW for special category states. They must also show positive net worth in at least two of the last three years and meet working capital requirements of ₹10,000 per kW (normal states) or ₹8,250 per kW (special states).
Bids are to be submitted only through the Central Public Procurement Portal. Offline submissions of certain documents must be sent to the NHPC office in Faridabad, Haryana. NHPC reserves the right to accept or reject any or all bids without incurring any liability to the bidders.
