NHPC Limited, on behalf of NHPC Renewable Energy Limited (NHPC REL), has invited online bids for the selection of rooftop developers to set up grid-connected solar rooftop plants across government buildings in Sikkim under the RESCO mode. The bidding process follows a single-stage, two-part system with an e-Reverse Auction.
The official tender was published on June 23, 2025, at 18:00 hrs, with the document download beginning at 18:30 hrs the same day. The submission window for online bids opens on June 26, 2025, at 11:00 hrs and closes on July 24, 2025, at 17:30 hrs. Offline submissions must be received by July 28, 2025, by 17:00 hrs at the NHPC Office Complex in Faridabad. The technical bids (Part-I) will be opened on July 29, 2025, at 15:00 hrs, while the date for opening financial bids (Part-II) will be communicated later.
The project involves the development of solar rooftop installations on government buildings at various locations in Sikkim. The selected developer will have a commissioning period of nine months from the date of signing the Power Purchase Agreement (PPA). Bids must remain valid for 120 days from the final date of online submission.
The tender covers six categories, each with its financial requirements. The Earnest Money Deposit (EMD) varies by category: ₹6,75,000 for Category-1, ₹12,05,000 for Category-2, ₹17,72,000 for Category-3, ₹3,63,000 for Category-4, ₹7,28,000 for Category-5, ₹2,68,000 for Category-6.
The EMD can be submitted in the form of a demand draft, bank guarantee, pay order, or insurance surety bond. In addition, the cost of the bid document is ₹1,500 for Categories 1, 2, 3, and 5, and ₹1,000 for Categories 4 and 6, payable via demand draft to NHPC Ltd., Faridabad.
Eligible bidders must be Indian-incorporated legal entities not banned or blacklisted by any public institution. They should also meet specified technical qualifications, including experience in solar PV projects of at least 400 kWp cumulative capacity, with at least one project being 40 kWp or more. Alternatively, bidders with prior infrastructure work of at least ₹4 crore and experience with 11kV or higher substations are also eligible.
Financial criteria include average annual turnovers ranging from ₹0.54 crore to ₹3.54 crore, depending on the category, and positive net worth in at least two of the last three financial years. Specific working capital requirements also apply.
Only online bids will be accepted through the Central Public Procurement Portal. Any corrigendum or updates will also be available on the same portal.
