European Solar Industry Gains Momentum as Parliament Demands Stronger Industrial Policies and Made in Europe Clean Tech Standards

The European Solar Manufacturing Council (ESMC) has expressed strong support for the European Parliament’s newly adopted resolution on the Clean Industrial Deal, which urges immediate and targeted measures to strengthen Europe’s clean technology industries, including the solar photovoltaic (PV) sector.

In a statement ,Christoph Podewils, Secretary General of ESMC, praised the Parliament’s initiative, describing it as a “very important signal” to safeguard the future of solar manufacturing in Europe.

“It is very positive that the Parliament highlights the unfair competition and industrial overcapacity dumping from third countries, and calls for immediate action. This is an existential matter for European solar manufacturing,” Podewils stated.

The resolution emphasizes the need for a robust industrial policy, increased investment in clean technologies, and improved access to capital. European lawmakers also called on the European Commission to introduce additional policy tools to stimulate demand for clean tech products made within the European Union.

Podewils welcomed the Parliament’s recognition of local content requirements, particularly the idea of a “Made in Europe” criterion for clean technologies like solar PV. Such a requirement, he said, would be instrumental in fostering domestic manufacturing and ensuring Europe’s energy transition is not undermined by foreign market dynamics.

The resolution further calls for the development of a dedicated clean tech action plan aimed at creating favorable conditions for scaling up clean industries across Europe.

“We welcome the European Parliament’s leadership on clean tech. It’s now up to the European Commission and the Member States to take action and rebuild solar PV and other clean tech industries in Europe,” Podewils concluded.

The ESMC’s response underscores the urgency with which European industry leaders view the need for coordinated policy to counteract foreign competition and secure Europe’s role in the global clean energy economy.
