Elsewedy Electric PSP has announced a major milestone for the Rabigh 1 Expansion Power Plant following the signing of an Energy Conversion Agreement (ECA) between Saudi Electricity Company (SEC) and Saudi Power Procurement Company (SPPC), acting as the Principal Buyer.
The Rabigh 1 Expansion project is a nearly 1,200 MW combined cycle gas turbine (CCGT) power plant located approximately 135 km north of Jeddah in Rabigh. Designed with carbon capture readiness, the project aligns with Saudi Arabia’s broader energy transition strategy and emissions reduction roadmap.
25-Year Energy Purchase Framework
The ECA, valued at approximately SAR 5.33 billion (USD 1.4 billion), establishes a 25-year framework for energy purchase commencing from commercial operation. The plant is expected to supply electricity equivalent to the needs of around 500,000 residential units annually, supporting industrial growth, urban expansion and economic development across the Kingdom’s Western Province.
Elsewedy Electric PSP, in consortium with Siemens Energy, is executing the project under a full turnkey engineering, procurement and construction (EPC) contract for SEC.
High-Efficiency Combined Cycle Configuration
The plant will feature a multi-shaft configuration built around three high-efficiency SGT6-5000F gas turbines from Siemens Energy. Each turbine will be paired with an SGen6-1000A air-cooled generator and supported by three heat recovery steam generators (HRSGs) and one steam turbine generator.
The consortium’s scope of work covers complete engineering, procurement, construction, installation, commissioning and performance validation. This includes all balance-of-plant systems, electrical and control infrastructure, civil works and marine facilities.
According to the companies, the project will integrate optimized plant design and digital-enabled monitoring systems to deliver high efficiency, operational flexibility and reliability, while meeting guaranteed output and emissions targets.

Hesham Hegazy, Chief Executive Officer of Elsewedy Electric PSP, said the ECA signing represents a significant milestone for the Kingdom’s power sector.
“The Rabigh 1 Expansion project reinforces national energy security through advanced, high-efficiency generation technology that is also future-ready for carbon capture integration,” he said, adding that collaboration with Siemens Energy, SEC and SPPC reflects a shared commitment to delivering reliable and sustainable power infrastructure.
The Rabigh 1 Expansion forms part of Saudi Arabia’s broader efforts to enhance grid stability and support long-term energy demand growth while incorporating cleaner and more efficient generation technologies.
