RERC Drafts New Procedure For Intra-State Grid Connectivity In Rajasthan

The Rajasthan Electricity Regulatory Commission has introduced a new draft procedure for granting connectivity to the intra-state transmission system. This procedure aligns with the provisions of the Rajasthan Electricity Grid Code Regulations, 2024, and applies to applications from entities that seek connectivity at voltage levels of 33 kV and above. Eligible applicants include central and state generating companies, independent power producers, captive plants, energy storage systems, waste-to-energy plants, wind-solar hybrid projects, green hydrogen projects, renewable energy park developers, open access customers, and bulk consumers.

The application process is divided into three stages. Stage I includes submission of the application to RVPN (Rajasthan Rajya Vidyut Prasaran Nigam) with details such as location, power capacity, voltage level, and project timeline. Stage II involves final permission for interconnection, while Stage III includes execution of a connection agreement.

Applicants must submit various documents, including authorization letters, environmental clearances, land acquisition details, and technical specifications. Renewable energy developers are required to register their projects with the Rajasthan Renewable Energy Corporation (RREC) before seeking connectivity.

Power injection capacity is regulated based on the type of conductor and voltage level, and specific application fees apply based on the quantum of power to be injected. Connectivity is subject to approval within 60 days of application receipt, and any deficiency must be addressed within 30 days to avoid rejection.

Grid connectivity charges are fixed at โ‚น2.5 lakh per MW or actual bay cost, whichever is higher, and applicants must provide a bank guarantee to ensure the timely utilization of the system. Delays in utilization may attract a penalty of 12% per annum. In case of continued non-utilization, connectivity approval may be revoked, and guarantees forfeited.

Applicants must construct transmission lines up to the connection point. Connectivity does not automatically entitle power exchange unless a separate open access permission is secured. Connectivity must be used within three years, failing which it will be cancelled.

Specific operational requirements are outlined, including the installation of synchro-phasor measurement units, ABT meters, and telemetry systems. Renewable energy generators must ensure compliance with technical standards and furnish the FTC (First Time Charging) documents before commissioning.

For any modifications to existing connections, a fresh application must be made. Shared use of transmission lines is permitted with STU consent, and costs must be mutually agreed upon.

Dispute resolution falls under the Electricity Act, 2003, and the Rajasthan Electricity Regulatory Commission holds jurisdiction in unresolved matters. Applicants may relinquish granted connectivity, which can then be reallocated.

All applicants must adhere to relevant regulations and indemnify the STU and SLDC from damages. The entire process, including documentation and fee payments, must comply with laid-down procedures to ensure orderly and efficient grid connectivity.
